This position is statutorily exempt. This position may also work out of Nash county. The Commissioner provides comprehensive oversight, direction, planning and management for the North Carolina Division of Motor Vehicles by setting overall goals and objectives for the Division’s daily operations (driver license and identification card production, vehicle registration and titling, dealer records, towing, odometer fraud, safety and emissions inspections, administrative hearings and operations). This position performs the following duties and responsibilities: Strategic and Organizational Planning: + Assess needs; determine objectives, impacts and priorities; and set goals for programmatic areas. + Coordinate, develop, and administer initiatives that maintain the integrity and security of D MV records. + Plan for the best utilization of staff and available resources to meet program goals. + Determine organizational structure and implement organizational changes based on new program emphasis and priorities, in accordance with State and DOT personnel policies and procedures . + Coordinate with o ther organizations to build and strengthen initiatives, programs, and services offered through NC DMV. Administrative and Programmatic Management: + Direct overall operations of the Division, including preparation and submission of budget requests, evaluation of staff, equipment, and space needs. + Develop and administer Division-wide policies, procedures, practices, and work. + Develop quality assurance standards and measurements in order to comprehensively assess the quality of programs and services provided by the Division. + Review records, reports, and activities of Directors and/or project managers and related projects on a routine basis in order to ensure that program goals are being met. + Maintain integrity of DMV records. Coordinate the efforts of all sections of DMV, with law enforcement, and with other state and federal officials to identify and investigate fraudulent documents and other issues that potentially compromise the integrity of D MV records. + Provide indirect administrative management to approximately 1600 Division employees as well as 128 contracted LPAs located statewide. Personnel Management: + Review and approve personnel actions, including recommended candidate selection for new hire, promotion , h orizontal/lateral transfer, and reassignment. + Review and approve requests for salary adjustments and classifications review in accordance with State and DOT personnel policies, procedures, and practices. + Administer counseling and other disciplinary measures. Review and approve disciplinary action, including written warning, suspension, demotion, dismissal and investigatory placement in accordance with State and DOT personnel policies, procedures, and practices. Administer State and DOT grievance procedures. Resolve grievances internally when possible and counsel employees regarding problems. + Administer the performance management program including review and approval of performance appraisals and other performance management documents. + Determine training needs of staff and plan for training that will assist employees in gaining knowledge, skills, abilities, and competencies needed to meet program goals and objectives. Legislative Research, Development and Planning: + Maintain awareness of proposed legislation that may have potential impact on DMV. + Review legislation prior to implementation. Research and assess potential impact, both direct and indirect, including budgetary impact, additional human resources needs, space and equipment needs, etc. Prepare fact sheets and fiscal notes, documenting this information as required. + Determine need for new legislation. Develop and draft proposals for legislation as needed. + Coordinate the implementation of new programs and services related to changes stemming from new legislation. + Develop policies, procedures, and practices needed to successfully implement new legislation.
