Commissioning Engineer SCADA Technician BESS

Summary: The Commissioning Engineer/SCADA Technician – BESS is responsible for directing and managing the site activities required for energization, commissioning, testing, and warranty requirements for the site Supervisory Control and Data Acquisition / Industrial Control Systems network, site controller, and other major equipment on utility-scale Battery Energy Storage System (BESS) facilities. Requirements: + Manages and oversees all SCADA hardware installation, energization, programming, testing, and commissioning activities, including SCADA Racks, Field Network Enclosures, and communication cables. + Manages and oversees all site commissioning activities, including witnessing and certifying all electrical testing, cold commissioning, hot commissioning, and site acceptance testing. + Inspects and tests all communications hardware, cable installation, and terminations. + Drafts and implements the project-specific commissioning plans and coordinates pre-commissioning activities (including factory acceptance tests if necessary). + Supports all project design reviews, including SCADA network design, communication cable splicing and termination details, and rack and panel shop drawings. + Works with the EMS Engineer to develop the project’s controller commissioning procedure and then executes it in the field. + Reviews project Site Acceptance testing requirements, then develops a site acceptance testing plan to be included in the Commissioning Plan. Oversees execution of the plan in the field, ensuring detailed communication and coordination with Owner & other necessary 3rd parties. + Directs any third-party electrical, mechanical, and testing agencies/vendors in the scheduling, supervision, and performance of all necessary commissioning & testing activities. + Communicates effectively with Project Owners to provide daily updates and necessary input for integrated test schedules and other items while commissioning battery energy storage projects. + Works with Site Electricians to establish the Safety Tagging, Lockout & Work Permit Program and ensures compliance with its provisions. + Coordinates with the electrical engineering team, Site Electricians, Owners, and equipment suppliers to develop Energization Plans and supports site electricians in implementing them in the field. + Works with discipline engineers to identify and coordinate utility interconnection. Documents and coordinates requirements pre- and post-construction. + Coordinates daily with the commissioning team to ensure project milestones are met. + Works with the Project Manager to provide daily progress and schedule updates. + Ensures all Q.A. documentation from Commissioning and testing activities is completed and turned over to the Project Manager to be incorporated into the client's Job Books. + Supports Warranty requests for completed project sites. + Interfaces with the Owner’s Operations department to schedule O&M training. + Works with the Construction Manager or designee to jointly develop the Punch List before the system/equipment is released for Commissioning. + Operates Company vehicle to oversee site operations. + Attends work regularly and punctually, as scheduled, or expected. + Complies with Employee Handbook, Code of Conduct, and Company Policies & Procedures. + Presents, supports, and leads-by-example with a safety and quality-oriented attitude. + Follows safety and security procedures and determines appropriate action. Qualifications: + Bachelor’s degree Electrical Engineering or equivalent or at least 3-5 years’ experience in a similar position with relevant experience required. + Certification OSHA 30, NFPA 70E, Project Management Training and Certification preferred. + 1 year or more experience managing electrical utility scale commission personnel and activities required. + Must have Field Construction, Commissioning and start-up experience – BESS preferred, required. + Knowledge of SCADA / ICS engineering, network architecture, and relay and protection schemes. + Ability to splice, terminate, and test all forms of communication cables, including fiber and ethernet cables. + Knowledge of utility-scale battery energy storage facility testing for EPC or Utilities in the UnitedStates. + Intermediateknowledgeinundergroundandoverheaddistributiondesign, transmission systems and design, single and three-phase electricaldesign. + D.C. systems architecture andtesting. + Field Construction, Commissioning, and start-up experiencepreferred. + National Fire Protection Association / National Electrical Code (NFPA / NEC) standards, NESC, NFPA 70E, and IEEE/IES/APIStandards. + NETA and IEEE standards as related to utility-scale battery energy storage facilities. EMS systems, BMS systems, Inverters, Medium Voltage Transformers, MV and LV cabling, grounding, and BESS-specific componenttesting. + Organization, planning, decision-making, problem analyses, andleadership. + Knowledge of the commercial performance of powerplants. + Understand and implement safety requirements as outlined by NFPA 70E. + Outage planning, coordination review, and oversight as outlined in NFPA 70E. + Ability to work extended hours and travel at short notice. + Familiarity with NERC guidelines and various ISO and TSO organization requirements is preferred. + Familiarity with DCS / SCADA control systems and methods for utility-scale Battery Energy Storage Systems. + Familiarity with ICS architecture as it applies to utility-scale Battery Energy Storage Systems. + Familiarity with testing of mechanical and solid-state relaying systems is a plus. + Ability to interpret and integrate contract documents. + Ability to assist in the development and interpretation of project schedules. + Ability to communicate both internally and externally with both personnel and clients. + Ability to obtain a valid, current passport to travel outside the U.S. (Primarily Canada) + Functional competencies include attention to detail, communication, excellence, system thinking, and business acumen. + Domestic and International travel 51 – 75%. + Valid Driver’s License required. Anticipated base salary range: $100,000 - $113,000 The final agreed upon compensation is based on individual education, qualifications, experience, and work location. This position is bonus eligible.
