Job Purpose:
The Commissioning Process and Piping Specialist, reporting to the Head of Commissioning Offshore, is responsible for managing the process and piping commissioning during both the preparation and execution stages of the Offshore Project, ensuring that objectives are safely met within the approved scope and schedule. This role ensures that all work within their scope is completed in compliance with the relevant safety and quality standards.
Key Responsibilities - (Duties include but not limited to): ???Manage all execution of process and piping commissioning activities to achieve commissioning schedule on target with all safety requirements especially during SIMOPS and co-activities. Monitor the contractor piping activities using the OPERCOM® Methodology and ICAPS© software (Integrated Commissioning And Progress System). Monitoring of VENDORS activities during commissioning (SAT, Punch list Closure, OTP etc… Maximize onshore commissioning activities vs offshore Make sure that the required commissioning spare parts and special tools are available and ready to use. Lead execution for Process and piping commissioning at site (onshore/ offshore) and keep commissioning execution committed to targets defined by the project management. Review and approval of commissioning deliverable provided by EPC Contractor included Operational Test Procedures. Provide guidance and timely review on contractor’s commissioning execution plan and processes verifying fitness for purpose and compliance with CONTRACT requirements including codes and standards. Ensure coordination and communication for site activities with other disciplines such as contruction, Hook up and Completion Team and SHE representative and provide technical support with contractor , quality, safety, planning, engineering and start up/ performance testing. Review, approve and implement Commissioning system completion and commissioning technical documents prepared by EPC Contractor. Ensure CONTRACTOR commissioning submitted all documents as per schedule and timely reviewed and approved in accordance with the EPC contract requirements. Review and propose mitigation for commissioning aspects of the Risk Management Plan and monitor the mitigation when defined. Review all commissioning changes, including justification for cost and schedule impacts, in accordance with the PMOC procedure. Attend to meetings as required, mentor the trainees to develop their project skills and experience while being on site; Maintain a register of lessons learned. Minimum Requirements:
Education: Engineering degree in process or bachelor degree with minimum 10 years experience Experience: 10+ years in commissioning, with 6+ years in major capital projects. Minimum of 10 years of total experience, with at least 6 years demonstrated in commissioning for major capital projects. Experience in high pressure tests and gross air leak tests. Hands-on experience with hydraulic oil flushing and Helium leak tests. Experience in commissioning execution of critical process equipment (high-pressure vessels, PSV, BDV, etc.). Experience as an interface focal point with multiple contractors during preparation and execution phases, including SIMOPS. Good knowledge of various process equipment (pumps, PSV, vessels, control valves, safety valves, etc.). Experience in hydrotesting and leak testing (gross air or helium nitrogen). Experience in hydraulic oil flushing activities. Strong knowledge of Wellhead control panels. Excellent interpersonal and communication skills, with a focus on teamwork and the ability to communicate effectively within a PMT. High proficiency in written and spoken English. Computer literacy (Excel, PPT, Word, etc.) Familiar with international standards, OPERCOM, and ICAPS. Ability to communicate with contractor teams and obtain required information. Experienced in interface coordination and support activities. Experience managing EPC contractors, subcontractors, and vendors in oil and gas projects across various locations. Familiar with system completion databases ICAPS and OPERCOM methodology. Worldwide commissioning experience with contractors or companies involved in commissioning and start-up support of offshore production facilities. Flexible in terms of organization, with the ability to cover project needs at other locations (such as offshore). Excellent interpersonal and communication skills, with a focus on teamwork and the ability to communicate effectively within a PMT
