The employee works under the general supervision of the Director. Supervision of others is not the responsibility of employees in this class. Does related work as required. Typical Work Activities Collects and organizes data for a variety of purposes; Gathers information from and provides information in English and Spanish to Bureau staff, City departments, and the general public, as needed; Works with Supervisor to learn how to draft a variety of written material in English and Spanish for the Bureau, including news releases, media advisories, traffic advisories, briefing documents, social media posts, brochure copy, correspondence, and other marketing communications materials; Support set-up and tear-down of special events and press conferences; May take photos at City events for use in social media and other communications activities; May proofread written copy drafted by colleagues; May coordinate projects and work produced by clerical and/or technical personnel; Participate in meetings with senior team members to learn about creating and implementing communications strategies. Minimum Qualifications + Bachelor's degree in English, Public Relations, Communications, Journalism, or closely related field; OR + Bachelor's degree AND one (1) year full-time experience or its part-time equivalent of public contact work which involved providing written information; OR + Associate's degree AND two (2) years of experience as described in B) above; OR + High school diploma or G.E.D. AND four (4) years of experience as described in B) above. Exam Information PART I: Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills andor abilities in the following areas. Educating and Interacting with the Public: These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service. Grammar, Usage, Punctuation, and Editing: These questions test for the ability to generate, prepare, and edit written documents. Some questions test for a knowledge of grammar, usage, punctuation, and sentence structure. Others test for the ability to edit sentences to produce correct, clear, concise copy. Preparing Public Information Materials: These questions test for the ability to prepare basic informational materials electronically and in print, for the public and the media, including such products as correspondence, brochures, and news releases. Questions may cover such topics as selecting content to effectively communicate with the intended audience, making decisions regarding page readability of text, and using graphics, photographs, headlines, or captions to enhance a message. Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. Promoting and Publicizing a Program: These questions test for knowledge of the principles and practices related to promoting and publicizing a program or service in order to attract customers, clients, or participants. Questions may cover such topics as researching and setting promotion objectives, appealing to various target audiences, and producing and distributing informational materials. Test Guide: + The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm. + The Central Library of Rochester and Monroe County May have exam-related material, as well as, other branches. PART II: The qualifying Spanish language oral proficiency test (bilingual test) is designed to evaluate the candidate's oral proficiency in the Spanish language, at a level appropriate for the title. A level 2 proficiency in the Spanish language is required to pass the qualifying oral proficiency test for this title. This is equivalent to having a working oral language proficiency with understandable, smooth expression at a conversational level of communication. The language oral proficiency test will be rated on a pass-fail basis. Candidates must pass both the written test and the qualifying foreign language oral proficiency test in order to be eligible for appointment. Spanish Language Oral Proficiency Test Waiver: The City of Rochester will waive further bilingual component testing for candidates who have successfully completed a required language oral proficiency level with the City of Rochester or other Civil Service agency within New York State. Candidates must request a waiver of the Spanish Language Oral Proficiency Test at a level determined by New York State Department of Civil Service. Candidates must submit a request for waiver with their application by the final filing date for the examination as stated on the Exam Announcement. The request for waiver must include the date, title, Civil Service agency, and the level for which the Spanish Language Oral Proficiency Test was administered. The Department of Human Resource Management/Examination Administration unit will verify this information with the New York State Department of Civil Service or New York State Civil Service agency. Candidates will receive written notice regarding this verification. The Department of Human Resource Management/Examination Administration will also keep a record of each successful candidate’s name, level of proficiency achieved date(s) of oral proficiency test(s). Candidates who successfully perform at the targeted level, will also be granted waiver status for lower proficiency levels, if any.
