Project Summary:
Tetra Tech is implementing the recently awarded, five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on a decade of Power Africa success, EWA aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, EWA aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary:
Tetra Tech is recruiting for a skilled expert to serve as EWA Communications and Outreach Specialist, with a focus on West Africa’s French-speaking countries. Working collaboratively with Tetra Tech’s home office communications team and project leaders, the Communications and Outreach Specialist will support the development and implementation of communications plans and activities throughout West Africa. This position is full-time, and hiring is contingent upon USAID approval. Interested candidates must be eligible to work in Senegal or Côte d’Ivoire. International travel may be required.

Position Responsibilities:
Implement communications plans in collaboration with project leads, Home Office communications advisors, and the client Provide support in conceptualizing, drafting, and finalizing all project communications-related deliverables including fact sheets, talking points, top-line messaging, blog posts, videos, brochures, speeches, social media content, digital stories, presentations, press releases, and web content Analyze energy-related materials and work with technical specialists to develop written and verbal communications in plain language, including success stories and thought leadership pieces Provide communication support for virtual and in-person events, including event planning, logistics, and management, and coordination with vendors such as a photographer, videographer, or event venue Ensure adherence to branding standards by applying client marking and branding guidelines to project deliverables Review branding and marking requirements in grant agreements, provide branding and marking training and guidance to grantees Prepare scopes of work and coordinate procurement for specialized videography, photography, and graphic design services, and manage vendors as needed Edit technical reports as needed and contribute to quarterly and annual reports Perform other related duties as assignedMinimum Qualifications
At least 5 years of communications experience in a West African country/context Experience implementing communications campaigns that involve multiple and diverse audiences Ability to think, write, and present content in a creative and compelling manner in both English and French Excellent written and oral communications skills, including the ability to summarize and distill large amounts of technical data and information to concise communication deliverables Demonstrated experience in developing content across digital, print, and social media channels Ability to coordinate and collaborate with a global team, working across time zones and cultures Excellent organizational and project management skills with the ability to work well under pressure, perform numerous tasks simultaneously, and adapt to clients’ changing priorities Fluency in French and English (reading, writing, and presentation skills)Valued Qualifications:
Familiarity with and skill in improving the design/layout of Microsoft Office products (e.g., Word documents, PowerPoint presentations) and Google Docs and Google Slides Experience with graphic design tools such as the Adobe Creative Suite, Adobe Express, or Canva Experience working in international development, energy, and/or environment sectors Experience working on USAID programs and initiatives, or other government- or donor-funded projects Strong planning, management, and execution skills
