We are seeking a Community Disaster Program Manager supporting our Massachusetts Region in Greater Boston.
WHAT YOU NEED TO KNOW (Job Overview):
As a Community Disaster Program Manager, manage the implementation of disaster services programming in an assigned geographic area, or a regional functional activity. Lead, develop and support the Disaster program volunteer team responsible for local preparedness, response, and client care management as well as management of community and government relationships within assigned geography, or a specific regional function. Ensure the development of Disaster leadership volunteers in each of the program support functional areas of the disaster cycle to meet the needs of the area and region. Drivers for this work include the number of municipalities within its coverage area, the amount and complexity of program activity, geography, risk, population, frequency of events, and regional structure. Provide support, development and/or leadership guidance to all volunteers.
Perform all duties and responsibilities in alignment with the Fundamental Principles and in compliance with standard operating procedures and other applicable Federal, State, and local regulations.

Empower Volunteers: Lead and support a diverse volunteer team responsible for the implementation of volunteer-led disaster cycle services programming throughout the assigned geographic area, or functional activities throughout the region. Functional activities include mass care, response, community preparedness, recovery, and planning and readiness. Ensure disaster services are delivered in a rapid, accessible, and equitable manner, both culturally and linguistically, to meet the urgent, disaster-caused needs of our clients, with a focus on frontline communities.
Lead the Program: Implement either disaster cycle services activities within assigned geographic area or specific functional activities within the region. Monitor, collect and analyze business data to improve services to individuals and communities. Ensure compliance with data protection and privacy regulations while managing sensitive disaster-related information. Work with regional disaster program management to create and improve plans for successfully meeting disaster cycle services programmatic vision. Provide feedback to support the continuous improvement process.
Mission Capacity Building: Develop and support disaster volunteers who are the primary workforce, and representative of the communities they serve, both culturally and linguistically Cultivate and develop Disaster Leadership Volunteers, including volunteer partners, to meet specific responsibilities as part of their work in disaster readiness, preparedness, response, and recovery. Lead and empower a diverse team of volunteers. This includes, but is not limited to, engaging, training, coaching, delegating, coordinating, and evaluating and managing performance to ensure a well-qualified, empowered team and enhance programmatic success. Collaborate with Disaster Workforce Engagement team.
Engage Community: Lead and coordinate efforts in assigned geographic area to prepare and mobilize communities and engage partners with specific functional expertise and assets to prepare for, respond to, and recover from disasters and emergencies. Serve as Facilitative Leader. Plan and coordinate community listening activities alongside disaster program management, chapter leadership, community volunteer leaders, and all other business lines to guarantee the Red Cross is the most trusted disaster services provider. Engage and include diverse stakeholders reflective of all dimensions of diversity in the community across the disaster cycle, including disaster relief operations.
Manage in a Matrix: Build relationships and collaborate in the matrix management environment with internal partners, including employees and volunteers. Cultivate transparent communication and collaboration between lines of business to meet shared goals and objectives, including timely and effective service delivery and community presence. Develop and implement plans to meet assigned regional targets in collaboration with disaster program management. Work at the direction of assigned supervisor.
Know Your Communities: Act as the Red Cross disaster subject matter expert within assigned geographic area, to maximize Red Cross presence and community engagement and mobilization. Prospect and partner with organizations and leaders supporting frontline communities and community resiliency before, during and after disasters. These include community-based and faith-based organizations supporting disaster services, key emergency management and government entities, and other leaders in the field of disaster services.
Ready to Respond: Initiate and coordinate disaster relief operations in assigned geographic area, or functional activities in the region in alignment with the Disaster Cycle Services Concept of Operations. Serve during times of disaster as a leader for the region, upon completion of training requirements. Deploy and participate in operations outside of home region. Perform all assigned responsibilities under ” steady-state" with potential for deployment as directed.
Volunteers are our primary workforce and are empowered and engaged to lead and deliver the Red Cross mission. Regional employees are responders by exception. We mobilize and engage local communities to deliver services. Geographic Community Disaster Program Managers manage and execute programs in a specific geographic area at the community level. Regional Functional Disaster Program Managers are responsible for developing and executing regional strategies for their program areas. Community program implementation is coordinated closely with the Chapter Executive and/or Community Volunteer Leaders, all Regional Functional Disaster Program Managers and disaster volunteers. We align with Swarm Leadership Principles.
1. Workforce Development, Engagement and Retention: Ensure effective collaboration with Volunteer Services. Address staffing needs through Volunteer Staffing Planning. Recognize and celebrate the workforce. Ensure equitable workforce development opportunities. Support a positive workforce environment to foster retention. Develop community-based training and engagement opportunities. Empower volunteer leaders to deliver community-based solutions and manage other volunteers.
2. Relationship Management: Analyze and identify required relationships. Establish and maintain routine communication with local fire departments and emergency management agencies to exchange information and coordinate readiness and response activities e.g., home fire response (HFR) and shelter capacity. Know your neighbors, and identify, mobilize, and engage partners in all communities in assigned geographic area. Determine with Chapter Executive and Community Volunteer Leaders key partnerships and leaders within each community/county/parish. Regional Functional Disaster Program Managers may maintain relationships with related state-wide partners and agencies. Emphasis should be placed on improving access to Red Cross services and resources for all.
3. Community Preparedness: Perform community preparedness needs assessments. Identify at-risk communities and vulnerable populations. Plan and deliver preparedness activities to frontline communities. Mobilize and engage communities to deliver standard Red Cross preparedness programs. Deliver preparedness messaging. Identify and report programming impact as applicable.
4. Readiness and Response: Identify community/county/parish Disaster Action Team (DAT) and Mass Care requirements. Determine current readiness resources, facilities, supplies, local vendors, and strategies for addressing gaps. Build local, regional, and national capacity to respond to events. Respond to events with volunteers. Engage in deliberate planning. Participate in activities, including drills, exercises, and planning efforts to enhance readiness and response skills and capabilities. Initiate and support local, regional, and national responses. Ensure timely response to disaster events, and speed to need, by responding to impacted communities within two hours. Manage responses in alignment with the Concept of Operations.
5. Client Care: Deliver timely, comprehensive, and effective Client Care services. Coordinate and communicate with internal and external stakeholders, including partner organizations and government entities. Ensure Client Care services are provided to all clients in an accessible and equitable manner.
6. Program Administration: Plan and evaluate programs. Obtain, analyze, and report business data. Analyze business and program health trends based upon Disaster Response Area (DRA) operations and core program system reports. Review local available human resources and related data. Review and monitor budget and financial authorities and instruments. Manage internal relationships and communications. Develop and maintain proficiency in Red Cross disaster management, dispatch, casework, preparedness, materiel and workforce readiness systems.
7. Diverse Community: Identify, build trust in, and increase access to disaster services in diverse, historically underserved communities. Utilize U.S. Census data, immigration trends, FEMA RAPT Tool, and disaster risk data to identify priority neighborhoods and communities to introduce Red Cross programs, schedule free disaster preparedness presentations, support community events, meet with local neighborhood leaders and organizations, and provide services in a culturally and linguistically competent manner.
8. Diverse Community: Work to collaboratively engage national partners (for example The Embassy of Mexico, the National Baptist Convention, MIRA, etc.) locally in preparedness, response, and recovery activities. Build relationships and partnerships with trusted and diverse organizations within assigned priority communities to extend the reach and trust of the Red Cross. 9. Diverse Community: Serve as SMEs (Subject Matter Experts) to Regional DCS staff, volunteers, and line as business (as appropriate) to further expand access opportunities into diverse communities
WHAT YOU NEED TO SUCCEED (Minimum Qualifications):
Education: Bachelor's degree required.
Experience: Minimum 5 years of related experience with building, mobilizing, leading and developing volunteer teams to execute a social services program or service, or equivalent combination of education and related experience required.
Valid Driver’s License
REQUIRED SKILLS AND ABILITIES:
Excellent interpersonal, verbal and written communication skills. Demonstrated ability to coach/mentor to accomplish work through team leaders. Develop project plans & budgets. Demonstrate in-depth knowledge of program or service, ability to create presentations and training modules, and strategies to achieve organizational goals. Demonstrated analytical and decision- making skills to interpret program trends, results, formulate recommendations, and develop creative processes for continuous program or service improvements. Proven track record of collaboration with diverse groups and individuals representative of all the demographics of this community, managing multiple priorities, facilitation, problem solving, marketing, leadership, and partnership management. Additionally, this position requires ability for planning, public speaking, project management and process improvement. Individual must be customer oriented, organized, and able to operate with an orientation toward solutions with an external focus, and team orientation. Intermediate level proficiency with MS Office software, including Word, Excel, PowerPoint, and Outlook. Familiarity with federal, state, and local employment laws. Ability to work outside of regular duty hours including nights and weekends. Must be able to perform all assigned responsibilities under “steady-state” requirements. Ability to work in a matrixed environment and on a team.

RESIDENCY REQUIREMENTS
Chapter-based positions: Geographic Community Disaster employees are expected to work daily in their assigned geographic area to engage and mobilize communities and support volunteers.
Deployment Requirement
Regional disaster employees are required to deploy to disaster relief operations outside of their region at a minimum of once a year. Deployments contribute to skill building, career development and exposure to different types of disasters. Employees must meet all training and physical capacity requirements for deployment.
Travel
Travel may be required.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
