Position Snapshot: This position will work to increase access to quality, affordable health coverage as a means to improve individual and community health outcomes, promote health equity, and to ensure economic security through the Community Service Society of New York’s (CSS) Community Health Access to Addiction and Mental Healthcare Project (CHAMP).
Essential Functions:
+ Provide direct health insurance assistance to people with mental health and substance use disorders, as well as their families, providers, and advocates, to help them overcome insurance barriers to treatment.
+ Counsel and assist consumers individually on health insurance and healthcare access issues relative to substance use disorder and mental health care, including helping consumers understand how to use and access their health insurance benefits; resolving medical billing and debt issues; identifying violations of state and federal mental health and substance use disorder parity laws and helping consumers and providers file appeals, complaints, and requests for information; helping secure prior authorizations, access to specialists and out-of-network services, and hospital and prescription financial assistance programs when needed; and screening uninsured clients for insurance eligibility and assisting with or referring for assistance with enrollment into insurance.
+ Provide community presentations designed to educate consumers, family groups, advocates, healthcare providers, and other stakeholders about CHAMP; how to secure payment and authorization of mental health and substance use disorder health services from a health insurance plan; and/or mental health and substance use disorder parity laws and other laws that protect consumers’ rights to access those health services.
+ Identify consumers who have benefited from CHAMP services and are willing to share their stories with the public and will submit their stories to CSS following CSS protocols.
Candidate Requirements need to include:
+ Education and experience in Human Services, Recovery-Based Services, Social Work, Counseling, or another related field are preferred;
+ The ideal candidate will have an associate or bachelor’s degree in social work, human services or a related field, and three years of experience with SUD and/or mental health issues;
+ or a high school diploma or GED, with five years of experience with SUD and/or mental health issues.

+ Ability to establish and set appropriate boundaries.
+ Working knowledge of the surrounding community, its resources, and the supports available.
+ Ability to complete documentation using a computer and various computer programs.
