Classification Description Summary
Under general direction, provides staff support to the City Council members and Neighborhood Advisory Boards (NABs) in accomplishing day-to-day administrative work; provides support to Council-approved projects and ensures superior customer service while promoting activities designed to open avenues of communication and public understanding; gains community support for the City and its NAB activities and objectives; and performs a variety of administrative tasks in support of assigned areas of responsibility.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Research and respond to citizen complaints and inquiries.
Provide prompt customer service and promote activities designed to open avenues of communication, promote public understanding, and gain support for City activities and objectives.
Identify, address, and recommend solutions to problem areas raised by citizens and NAB members; work with City staff to resolve problems; represent City Council throughout the community.
Manage online citizen engagement platforms, including Reno.gov pages and NAB Facebook groups and City/outside agency participation.
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing community and neighborhood services; implement policies and procedures.
Monitor program performance; recommend and implement modifications to systems and procedures.
Prepare and distribute fact sheets, newsletters, photographs, flyers, and brochures related to NABs to keep the public informed of City and NAB programs, accomplishments, and Council Priorities.
Serve as the liaison between the Mayor, City Council, the community, NABs, private enterprises, and other government agencies; appear before special interest and civic groups to present materials dealing with City activities.
Plan and arrange presentations regarding City and NAB education and awareness programs; write, edit and format newsletters and articles for internal distribution to City employees.
Develop survey instruments; conduct surveys of program participants to determine participant needs; interpret and record survey results; implement program changes in response to results.
Maintain awareness of new developments in the field of public communications; incorporate new developments as appropriate into programs.
Coordinate and facilitate meetings between citizens, public and private sector representatives, and City Council and the Mayor; provide administrative support to assigned Council members.
Oversee and monitor NAB Community Pride Grant Budgets.
Oversee and facilitate community engagement efforts, identify common themes and potential resolutions.
Manage Council Donation Fund requests and approved allocations.
Develop, write, and coordinate community/citizen meetings and NAB meeting agendas.
Perform related duties as required.
Minimum Qualifications
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Basic operations, services and activities of a public communications and community relations programs.
Principles and practices of newsletter development.
Basic techniques and practices of organizing and coordinating programs, activities and special events.
Available City and County resources.
English usage, spelling, grammar, and punctuation.
Office procedures, methods, and equipment including computers and applicable software applications.
Pertinent federal, state and local laws, codes and regulations.
Ability to:
Coordinate and direct public communications and community relations programs.
Recommend and implement goals and objectives for providing public communications/community relations services.
Elicit community and organizational support for City operations and programs.
Interpret and explain City programs, policies, and procedures.
Edit and organize information into an appropriate format for presentation.
Appear before special interest and civic groups to present materials dealing with City activities.
Serve as a community liaison for the City with the news media, the public, NABs, and other government agencies.
Write, edit and format newsletters and articles.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in marketing, public relations, communications, journalism, public administration, or a related field.
Experience:
Two years of increasingly responsible experience in public communications, community relations, or neighborhood services programs.
License or Certificate:
Possession of an appropriate, valid driver's license.
