Job Description
The Eligibility Information Services Unit is responsible for providing information to Medicaid providers on Medicaid eligibility requirements that are mandated by the state and federal governments. These providers include community-based organizations, hospitals, and article 28 facilities, prenatal care providers, Facilitator Enrollers, health plans and nursing homes. Through conferences, classes, and procedural news bulletins, telephone, and on-site assistance, EIS communicates eligibility and documentation requirements, changes in rules, court decisions, and new programmatic initiatives to ensure error-free applications, recertification and transactions. EIS maintains relationships with the community by holding bi-monthly advisory councils in each borough.
Constituent Services is seeking one (1) Community Coordinator to function as a Community Liaison Coordinator for the Eligibility Information Services Unit.
The Community Coordinator responds to requests for information/documents from staff/public/other agencies by determining material required/performing research/consulting/clearing with superiors to provide accurate material. The unit is invited by outside organizations, including Elected Officials and HRA’s Community Affairs to attend community fairs and meetings and to present regarding Medicaid, Medicaid Excess Income, and the Medicare Savings program.
The Community Liaison Coordinator will:
- Conduct monthly presentation/s on Medicaid Eligibility to providers, hospitals, approved Client
rep’s, community-based organizations.
- Prepare PowerPoint presentations, on Medicaid Eligibility are prepared to keep providers and
advocates abreast of New York State changes and updates during the public health emergency
(PHE) and the unwinding of such PHE.
- Ensure that the latest information from both New York State and the Federal government is
communicated during our monthly Medicaid presentations to providers, community-based
organizations, hospitals, advocates etc.; updates such presentations.
- Manage software such as zoom, intranet quorum, welfare management systems (WMS),
eMed/ny.
- Assist staff to the staff on the telephone, policy clarification and guidance on where to direct
inquiries within Medicaid on cases issues posted by callers.
- Research cases and policy to determines the course of action the program should take
(when necessary, consults with director).
- In most instances takes the lead with inquiries and concerns presented to EIS by the same
providers and advocates previously mentioned as well as by internal DSS/HRA staff such as the
disability affairs unit on behalf of Medicaid consumers. The inquiries are then presented to the
Medicaid program as well as other program areas within the agency advising of the issue and
suggesting a resolution.

Hours/Schedule:
Monday-Friday, 9:00 a.m. to 5:00 p.m.
Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
