The primary purpose of this position is to serve Under the direct guidance of a Senior Engineer/Architect/Community Planner, to serve as a developmental Community Planner, performing planning duties in support of assigned program(s) or planning functional. This is a developmental position with known promotion potential to the target position of Community Planner, GS-12. Responsibilities Provides ongoing development planning of the installation in support of the mission. Ensures compatibility between on and off installation development and land use. Plans, programs, budgets, and executes required projects in support of assigned programs. Collects data and evaluates factors which affect the physical development of an installation. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for Community Planning Series, 0020. INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR COMBINATION OF EDUCATION AND EXPERIENCE: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. AND SPECIALIZED EXPERIENCE GS-11: One year of specialized experience for GS-0020-11 which includes professional knowledge of the techniques and philosophy of comprehensive planning to include urban/regional planning techniques, AF policy, and major command requirements, necessary to develop and implement an installation master (development) plan. Substantive knowledge of the AF and DOD community planner programs policies and goals to optimize the installation's land development (e.g. transportation network, facility locations, land preservation, sustainable and defensible planning). Knowledge of the workings of local government (city and county) to actively and authoritatively participate in hearings and other public participatory planning functions representing AF interest. NOTE: You must submit a copy of your transcripts. OR EDUCATION GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR COMBINATION OF EDUCATION AND EXPERIENCE GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. SPECIALIZED EXPERIENCE GS-12: One year of specialized experience for GS-0020-12 which includes professional knowledge of the techniques and philosophy of comprehensive planning to include urban/regional planning techniques, AF policy, and major command requirements, necessary to develop and implement an installation master (development) plan. Substantive knowledge of the AF and DOD community planner programs policies and goals to optimize the installation's land development (e.g. transportation network, facility locations, land preservation, sustainable and defensible planning). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of community planning concepts, principles, theories, regulations, and methods to identify community needs and develop and maintain an installation master (development) plan and supporting programs. 2. Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are conventional in nature; and identify changes and trends. 3. Knowledge of automated systems and programs such as CADD, GIS, project tracking, and other software programs. 4. Knowledge of budget requirements for the program for current and out-years in compliance with the Anti-Deficiency Act. 5. Skill in defining project requirements and managing projects to completion within a contract schedule, budget, and scope. 6. Ability to relate the effect of community planning decisions on the mission and goals of the installation to persuade, motivate, and deal diplomatically with people. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
