Community Planner/Real Property
The Community Planner/Real Property Specialist evaluates and recommends programs and development plans for new construction, renovation, and improvements of real property facilities, including utility systems. This discipline shall be responsible for validating new project requirements against the Installation Development Plan and managing the supporting sub-component plans within. This discipline shall enter data describing existing and new facilities into Base Real Property Inventory records. **Principal Accountabilities** The Contractor shall administer all real property accountability records and shall review and update installation and off base site real property accountability records. The Contractor shall prepare and maintain an auditable real property database. The Contractor shall audit base systems for real property installed equipment (RPIE) and X-records and record findings of each audit and scan into network drive and into each facility record as appropriate. The Contractor shall determine cost basis for each asset and incorporate capital improvements into adjusted costs basis. The Contractor shall audit locations of assets recorded on engineering maps annually, shall maintain a Depreciation Table for construction types, capital improvements, and RPIE. The Contractor shall ensure that real property records are accurately accounted for and up to date in Automated Civil Engineer System-Real Property (ACES-RP) and shall routinely provide proper updates and reports to AFCENT Real Property Manager. The Contractor shall create, maintain, and update all real property records in NexGen IT when it becomes the primary IT system supporting real property management. The Contractor shall provide transition and data input support to NexGen IT software and databases when NexGen becomes available, which is expected during the PoP of this task order. The Contractor shall provide community planning services which are comprised of site and facility information support, installation planning support and facility management support. The contractor shall participate in project design reviews and other activities related to siting and planning actions including the Environmental Impact Analysis process and the management of planning contracts. **Knowledge & Skills** + Ability to read, write and communicate in English. + Ability to follow spoken instructions. + Ability to interact professionally with all levels of employees, managers and customers. + Knowledge of various computer programs required (i.e. Microsoft Excel, Word, and Outlook). + Exercise good judgment, ability to multitask and work under time constraints. + Ability to work independently with good decision-making skills. + Extensive working knowledge of and ability to regularly utilize AutoCAD 2010 or later. **Experience & Education** + High school diploma or equivalent, with a degree preferred. + Shall have at least three (3) years of experience + Must be able to obtain and maintain a Secret US Government Clearance. Note: US citizenship is required to obtain a Secret Clearance. **Physical Requirements/Working Environment** + Living and working conditions at the assignment location could be remote and uncomfortable. + Long hours, exposure to weather and hazardous conditions. + Personnel should be aware of moving on short notice and under adverse conditions. **Travel** May be required to travel.
