Supervisors oversee large public use facilities, full-time and part-time staff, and manage multiple program budgets and public relations functions. This classification additionally performs a wide range of administrative functions and requires the ability to work in a fast-paced environment and to respond positively and quickly to changing needs and constructive feedback. Reporting to the Community Services Superintendent, the Supervisor is responsible for the programs, services, and operations of Senior Centers. The ideal candidate for this position will supervise five full-time staff and up to 50 part-time staff as well as develop and maintain collaborative relationships with school district personnel, non-profit organizations, and local business entities. This assignment requires strong communication and customer service skills with the ability to work with a variety of individuals, build partnerships, and maintain community relations. The selected individual must be able to work effectively in a fast-paced environment, deal with difficult situations, effectively solve problems and identify creative and innovative solutions. Your Impact + Plans, organizes, directs, and evaluates programs for a variety of age groups and City functions. Monitors the quality of service provided. + Develops, recommends, and implements long-range goals, objectives, and policies relevant to the assigned program area. Prepares new program proposals, and evaluates and recommends improvements or replacement of existing programs and services. + Supervises, assigns, reviews, and participates in the work of subordinates. Assumes responsibility for recommending a variety of personnel actions in such areas as performance evaluations, training, selection, and disciplinary measures. Monitors and reviews work in progress, providing technical assistance and guidance. + Provides oversight of the Case Management program at the Keen Center for Senior Resources whose outreach services include information and referrals, assistance programs, health lectures, and support groups. + Presents regularly to the Irvine Senior Citizens Council and local agencies. + Manages Senior Services Volunteers + Recommends procedures consistent with departmental directives, policies, and regulations. Ensures appropriate policies and procedures are followed by subordinates and program participants. + Communicates with staff and community to provide programming and/or coordinate activities with assigned services. Receives customer/client complaints and implements solutions. + Develops, administers, and monitors assigned work unit budget. Participates in developing overall section and department budget. Oversees the assessment and collection of fees. Maintains budget-related records. Maintains and cultivates donor relations. + Supervises facility preparation required for program and group use. Ensures building, equipment, and amenities are in working order and supplies are adequate. Arranges custodial, maintenance, rehabilitation, and repair work. Recommends and implements equipment replacement. + Monitors service contract compliance. Recommends contractors, contract requirements, extensions, and terminations. + Develops comprehensive marketing strategies for program areas. Prepares and approves a variety of correspondence, reports, and statistical information such as incident reports, purchasing requisitions, purchase authorizations, warrant requests, policy and procedure reports, promotional information, monthly program participation statistical reports, and proclamations/resolutions. May design reports, forms, and spreadsheets for data reports. + Provides information regarding the assigned program(s), events, classes, services, and resources to the general public, City officials, and other interested individuals and groups. Prepares and gives public presentations. Represents the City in meetings with community groups, other agencies, and professional organizations. Advises groups and individuals regarding registrations and facility use policies. Serves on task forces/committees as required. + Utilizes word processing, spreadsheet, and database software applications. Minimum Qualifications + Bachelor's degree in recreation, human services, public administration, or a field related to the assigned program area with four years of increasingly responsible experience in community program supervision/administration, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. + Ability to possess or obtain First Aid and CPR certification within three months of employment required. May require a valid California driver's license. Best Fit + Master’s degree in Social Work or a related field. + Understands the unique and dynamic needs of vulnerable and homebound seniors. + Possesses strong knowledge and experience serving an ethnically diverse older adult population. + Demonstrates knowledge and expertise in managing federal grants and knowledge of the Federal Title III Older Americans Act program. + Demonstrates ability to build effective teams. + Exceptional customer service and communication skills and the ability to speak before large and diverse groups. + Experience planning, organizing, implementing, and evaluating programs for older adults. + Experience developing a broad range of partnerships with community-based organizations. + Experience delivering programs and services focused on building resiliency, developing character, and connecting youth to their community. + Ability to lead diverse work teams through vision and change.
