As the COMPASS Tier 1 Evaluator in the Data Practices and Analytics division at the Minnesota Department of Education (MDE), you will lead the development and implementation of evaluation activities for Minnesota's COMPASS statewide system of support. Duties will include: + Develop and conduct a comprehensive evaluation for the Tier 1 (Core) level of support provided to districts, charter schools and tribal schools through the COMPASS statewide system of support aligned within the MnMTSS framework; + Provide technical assistance and training to build data-driven decision-making and needs assessment capacity for the COMPASS program personnel and the Minnesota Service Cooperatives to improve education data literacy, use, analysis, and program evaluation efforts; + Support evaluation efforts for the Tier 3 level of support provided to schools and districts prioritized for additional support by the North Star Accountability System; + Work collaboratively to align the COMPASS and READ Act program evaluation systems. **Minimum Qualifications** 4 years of professional experience in data management, analysis or program evaluation OR A bachelor's degree and 3 years of professional experience in data management, analysis or program evaluation **Preferred Qualifications** + Experience working on complex systems-change valuations and/or cost-benefit analysis evaluations in an applied policy context + Experience working in or in collaboration with K-12 schools and districts with multifaceted quantitative and qualitative data related to student outcomes and educational systems-change + Evidence of ability to analyze large data sets, synthesize literature, create data visualizations, present results, and write reports + Experience with data analysis software and related statistical programming languages such as, but not limited to, SQL, R, STATA, Tableau, PowerBI, or others + Evidence of ability to manage and organize data to ensure quality, efficiency, and utility + Knowledge of educational policy, multi-tiered systems of support, continuous improvement, culturally responsive instructions, and teacher professional development **Additional Requirements** A job offer will be contingent upon successfully passing a background check.
