Compliance Manager (CONT-2024-20749):

 

Bowhead seeks a seasoned procurement professional with a background and experience in subcontracting and procurement to lead the Compliance organization in developing effective and compliant procurement policies, procedures, and practices.

Responsibilities Develop, write, and maintain internal policies, procedures, and processes in support of the Subcontract and Procurement functionsCoordinating and facilitating procurement file audits and corrective actions that comply and adhere to our internal Procurement Policy, CPSR Requirements, Purchasing System procedures, Federal Acquisition Regulations Defense Federal Acquisition Regulations (DFARs), and all applicable lawsTriage current state subcontract functions to find areas of improvement, and develop efficiencies to build a more effective and streamlined future state processPreparing and submitting CPSR documentation and reports to DCMA
Training and mentoring procurement staff on CPSR requirements and best practices
Staying updated on the latest changes to Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR) and advising senior leadership on potential impacts to UICGS operations. Qualifications A Bachelor’s degree in business, supply chain, or a related field15+ years of Federal Subcontract and Procurement Management/Supply Chain experienceA certification in procurement, such as CPCM, CFCM, or CPSM is desirableA thorough knowledge of Subcontract Management and Procurement concepts; and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR)Experience and knowledge of Contractor Purchasing System Review (CPSR), Procurement Policies and Purchasing SystemsKnowledge and experience with Deltek CostpointExperience performing price analysis, source selection, negotiations, and subcontract administration and being able to train others in the organizationA strong analytical, problem-solving, and communication skillsStrong computer skills in Microsoft Office (Word, Excel, and PowerPoint), as well as the ability to learn new computer applications

 

Physical Demands:

Must be able to lift up to 15 to 25 pounds Must be able to stand and walk for prolonged amounts of timeMust be able to twist, bend and squat periodically

Target salary is $120,000/year to $140,000/year commensurate with experience

 

SECURITY CLEARANCE REQUIREMENTS: There are currently no Security Clearance requirements for this position; however, candidates must be able to successfully pass a background check.  Due to the location of this work, US Citizenship is required.  Bowhead reserves the right to change this requirement if necessitated by business needs or contractual obligations.
