The primary purpose of this position is to is to accomplish high technology, highly specialized tasks associated with the support of Electronic Warfare (EW) system resources within the Group. This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13 Responsibilities Develops MAJCOM/Wing/Group/Squadron policies, procedures, and long-range support plans as they pertain to the development, use, modification or acquisition of all elements constituting EW system resources. Analyzes current Air Force Operations and information operations requiring computer support, and determines if new system resources are required or if modification of existing resources is possible. Accomplishes review and analysis of a variety of technical and administrative documents pertinent to automation of information operations. Determines requirement for and assures establishment of an organic capability to support assigned software resources and hardware requirements. Complies with directives, communicates effectively and furthers organizational objectives. Works to achieve and support quality improvement in all products and services. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0301 Miscellaneous Administration and Program Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-2, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience must include conducting studies, acquisition planning, developing plans and procedures to support new or modified information systems, resenting software resources briefings to management on current and future technology as applied to weapons systems and to serve as the technical source for existing and new operational information systems and maintenance requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of operational and performance characteristics of software intensive weapon systems as needed for establishment of a sustainment capability and to develop procedures, policies and practices for the directorate, division and branch. 2. Knowledge of support environments for software intensive systems, including computer hardware/software and threat/weapon system simulation. 3. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs. 4. Knowledge of local, Air Force and DOD policies, directives and organizational responsibilities. 5. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a major command program. 6. Ability to research patterns to develop new methods or propose policies and procedures. 7. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. 8. Ability to plan, organize, and negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 9. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
