The primary purpose of this position is to serve as senior computer scientist in the evaluation and implementation of computer programs to support cross functional projects that improve overall mission effectiveness. Responsibilities Serves as senior level computer scientist, responsible for evaluating computer programs necessary to support management information needs. Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes, maximize mission accomplishment and resource utilization. Provides technical guidance, advisory support, and assistance; performs studies/evaluations on an individual basis or as a team member responsible for completing defined portions of an overall work effort. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development organizations, by reading/reviewing technical journals and current literature, and participation in formal training programs. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes experience utilizing computer science principles, concepts, and practices to perform duties associated with software design and developmental activities.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. IDEAL CANDIDATE STATEMENT (will not be used for qualifications determination): Ideal Candidate will have knowledge and background in Cyber regulations and guidelines. Candidate will have expert knowledge in sustaining client/server workloads. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of computer science principles, concepts, and practices applicable to a wide range of duties associated with informational systems software design and development activities. 2. Ability to modify standard practices and adapt technique; to solve a wide variety of interrelated problems to adapt precedents and make departures from previous approaches to similar projects in order to provide for specialized requirements. 3. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. 4. Skill in applying analytical and evaluate techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations. 5. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established time constraints. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
