Job Description This is a courtesy posting for the Legislative Services Agency, Applicants should follow the instructions in the "To apply" section. The nonpartisan position will develop, create, modify, and maintain applications, databases, and webpages for the Iowa General Assembly. The position requires excellent analytical and communication skills, the ability to work as part of a team, the ability to interpret application specifications, the ability to detect and oversee correction of problems with applications and databases, and the ability to analyze programming problems and develop satisfactory solutions. Duties: • Develop, test, and maintain computer application programs for the Legislature. • Develop, test, and maintain databases for the Legislature. • Interpret program specifications and develop reports, templates, programming code, spreadsheets, etc.; test/prepare documentation to support the use of the applications. • Determine symptoms and causes related to process problems and resolve them. • Interpret program specifications and develop/modify structure diagrams, flow charts, and pseudo code to depict the logical flow of programs. • Develop code using language and tools outlined in program specifications and documents in programs. • Test programs and review results to detect and correct errors. • Display a high level of initiative, effort, attention to detail, and commitment by completing assignments efficiently with minimal supervision. • Follow policy, cooperate with supervisors, and align behavior with the goals of the organization. • Exchange information with individuals or groups effectively by listening and responding appropriately. Overtime work is required with partial compensatory time provided. Partisan political activity and legislative issue advocacy are prohibited. The LSA is a nonpartisan, central staff agency of around 100 employees serving members and committees of the Iowa General Assembly. Minimum Qualification Requirements A bachelor’s or master’s degree in Computer Science or Information Services or a minimum four years of relevant work experience is required. Additional Qualification Requirements + Ability to handle heavy workload under extremely short deadlines and to prioritize workload is essential.• Knowledge of computer programming techniques for one or more platforms. + Knowledge of Microsoft Windows Operating System and Microsoft SQL Server. + Knowledge of basic methods/tools used for application problem determination and resolution. + Knowledge of at least one programming language (JAVA, C#.Net). + Ability to read and write the English language. + Ability to assume additional responsibilities and duties as assigned. + Ability to work as a team member in solving problems and improving service delivery. + Ability to provide quality work to a variety of clients and customers. + Ability to detect and oversee the correction of problems in assigned areas of responsibility. + Ability to follow oral and written instructions. + Ability to read and interpret technical manuals/publications. + Ability to logically analyze programming problems and develop satisfactory solutions. + Willingness to self-motivate and show initiative related to workplace duties. + Willingness to learn basic knowledge of the legislative process and state government.
