Position Highlights: This position will work first shift, 35 hours per week, on a Monday to Friday schedule with telework. In this role, you will have the opportunity to: + Process requests for the sharing of towers and modifications/upgrades to existing facilities; + Analyze costs, public need and environmental impact of proposed energy and telecommunications facility construction, operation and maintenance; + Maintain the statewide database of telecommunications facilities; + Update the Statewide Telecommunications plan; + Draft reports and other facility-related documents. About us The CSC is responsible for: + Balancing the need for adequate and reliable public utility services at the lowest reasonable cost to consumers with the need to protect the environment and ecology of the state and to minimize damage to scenic, historic, and recreational values; + Providing environmental standards for the location, design, construction, and operation of public utility facilities that are at least as stringent as federal environmental standards and that are sufficient to assure the welfare and protection of the people of CT; + Encouraging research to develop new and improved methods of generating, storing, and transmitting electricity and fuel and of transmitting and receiving television and telecommunications signals with minimal damage to the environment; + Promoting the sharing of telecommunications towers in order to avoid unnecessary proliferation; + Requiring annual forecasts of the demand for electricity together with the planning for facilities needed to supply the predicted demand. PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position. EXAMPLES OF DUTIES 1. Manage application and petition proceedings, which includes, but is not limited to: + Review filings for completeness + Analyze costs, public need and environmental impact of construction, operation, and maintenance of proposed telecommunications, hazardous waste and energy facilities + Evaluate energy and telecommunications technical reports + Develop legal record through preparation of written interrogatories and cross-examination of witnesses at hearings + Coordinate public hearing schedule and process + Develop Staff Reports, Findings of Fact, Opinions, and other final decision documents 2. Process requests for telecommunications tower sharing and modifications/upgrades of existing facilities, and review compliance with statutory requirements, FCC guidelines, and relevant structural engineering and building codes 3. Maintain database of telecommunications facilities in the State of Connecticut 4. Prepare/update the Statewide Telecommunications Plan 5. Contribute to maintenance of the agency website KNOWLEDGE, SKILL AND ABILITY + Oral and written communication skills; + Ability to + acquire knowledge and skills required for the target classification; + understand, evaluate and solve problems by exercising judgement and logic; + read, interpret and understand written material; + perform basic arithmetical computations; + interpret charts, graphs and tables; + learn and reason; + establish and maintain cooperative relations with superiors, associates and general public; + utilize computer software. MINIMUM QUALIFICATIONS Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program. PREFERRED QUALIFICATIONS + A bachelor’s degree in engineering or a related field. + Experience interpreting technical reports, data and material related to energy and telecommunications infrastructure; + Experience with virtual meetings via Microsoft Teams, Zoom or a similar platform; + Experience/coursework related to telecommunications facilities and/or radio frequency engineering; + Experience/coursework related to energy facilities and/or power systems engineering; + Experience working in a database; + Experience creating reports and business communications in Microsoft Word; + Experience creating reports in Microsoft Excel.
