Construction Bid Project Manager
**Job Description** **Job Title:** Construction Bid Project Manager **Location:** Corporate **Department:** Real Estate **Salary Band:** Senior Professional **Job Summary** **:** The Construction Bid Project Manager is responsible for developing and managing the bid and selection process for construction projects with corporate capital responsibility of $75M-$150M per year for 40 or more projects. This role provides construction bid management for construction projects which may include: new stores, remodels, additions & improvements (A&I) and special projects assigned. **Principal Duties:** + Manage the overall bid process. Select bidders, conduct bid walks, issue bid notes, collect and analyze bids, make recommendations regarding contractor selection and negotiate pricing. + Provide construction bid management for construction projects which may include: new stores, remodels, additions & improvements (A&I) and special projects assigned. + Manage the Real Estate and Construction Department capital cost process for Long Range Planning based on data analysis for project expenditure. Compare Bid results to budget and explain variances. Identify areas for cost control based on various trends. Once contractors are selected perform initial financial review related to all approved capital expenses for each project. Generate and enter cost values relative to site, building, canopy, fuel, petroleum buyout, and store equipment in the financial system of record. Verify entered costs are within the approved budgets and note variances from budget as necessary to provide further guidance for management review. + Manage the construction project bid process from CD audit through contract issuance, which includes facilitating pre-bid meetings with multiple contractors and project resources, QA/QC of engineering and architectural design documents, and conducting bid analysis and awarding contracts in accordance with competitive and negotiated bid frameworks. Perform bid system/process maintenance and updates as needed. Develop process enhancements to build efficiency, cost savings, and program modifications into the construction bid program. + Develop and leverage analytic modeling to predict time based corporate capital needs that align to the Long Range Plan (LRP) and deliver scenario analysis for LRP programs. Manage, maintain, and provide program enhancements on a predictive cost estimating and budgeting model based on historical Wawa data and industry metrics. Utilize the model to perform project and customized unit cost estimates to support the development program. + Proactively identify risks, challenges, and disruptions to the overall build plan due to workload management or contractor performance. Leverage data and analytics to make recommendations to mitigate risk throughout the portfolio or on specific projects. + Schedule bid walks based on the issued build plans to ensure the pace of contracts allows for on time construction starts. Review and understand the details of each individual project to determine an appropriate schedule for completion. + Review drawings for accuracy prior to bid and resolve conflicts with the architect of record. Identify and communicate special design features that require attention during the construction process as part of the bid meetings. Provide support for team members trying to resolve design conflicts based on knowledge and past experiences. Provide feedback to the Construction Services team to improve design, constructability, cost or quality on projects. + Perform as the primary lead negotiator on all major construction projects. Evaluate, level, and analyze bids. Negotiate projects to provide the best value to Wawa based on cost, schedule, workload, and quality requirements. Select and award contracts to general contractors and petroleum contractors and ensure project costs are within budget. Implement corporate audit procedures throughout the negotiation and award process. + During the bid process, perform and provide recommendations based on cost for any value engineering ideas that result in bottom line cost savings. Support Real Estate, Engineering, Construction, Retail Implementation, Facilities, Store Design, and Strategic Sourcing for any cost related exercises and opportunities. + Work with Engineering directly to identify possible risk with cost and schedule during the time of hand-offs and bid walks. + Update and maintain GC contracts relative to Wawa's safety requirements. Outline safety expectations to GC's at time of bid, solicit feedback regularly from CPM's or through scorecard results. + Issue consolidated bid sheets for each project that summarizes all financial metrics for a project. + Ensure budget and pricing for all owner supplied items as part of overall project budget reviews and releases. + Build or acquire tools that automate tactical estimating and bidding processes. Identify future projects (i.e. machine learning, AI) that can predict costs and trends for the business. Stay abreast of new construction technologies that impact future work. Maintain knowledge of project management and document management software. Adapt and learn new systems with ease. + Take on unique projects (ex: Urban3K, 819 Historic House) to identify costs, develop value engineered designs, and support urgency for rapid construction of facilities. **Essential Functions:** + Excellent analytical and problem-solving skills + Strong negotiation skills + Highly developed consultative, facilitation, project management and presentation skills. + High degree of professionalism and confidentiality. + Ability to work well individually as well as in a team environment + Proven self-starter with demonstrated ability to make decisions + Excellent interpersonal skills + Strong leadership skills + Detail oriented and excellent organizational skills + Excellent oral and written communication skills + Ability to handle multiple projects simultaneously and independently + Travel required. Position can include working outside of normal working hours including evenings and weekends as necessary. + Have expert level knowledge of all Wawa drawings and specifications. + Have a general knowledge of all parties contractual obligations for each project. **Basic Qualifications:** + Bachelor’s Degree in Engineering, Construction Management, or a related discipline preferred, or equivalent work experience + Minimum 3 years’ experience in Commercial Construction Management, or bid management + Strong knowledge of cost estimating, bid management, and construction disciplines and techniques + Proficient in Microsoft Office Wawa will provide reasonable accommodation to complete an application upon request, consistent with applicable law.
