Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will perform or lead others in the performance of a full range of field engineering functions associated with assigned projects at the Resident or Project Office level. Responsibilities Inspect contractor workmanship and equipment and materials to ensure compliance with contract requirements. Prepare QA punch list on final inspections of completed contracts and provides technical verification for transfer documents. Perform biddability, constructability, operability, environmental, and sustainability (BCOES) reviews of plans and specifications. Participate in or conducts site showings and pre-construction conferences. Interpret plans and specifications, conferring with contractor to resolve differences of opinion. Ensure strict adherence to safety provisions of the contract by detecting and correcting unsafe conditions. Observe and investigate construction at all stages to identify problems. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09 grade level, you must have: Specialized experience: One year of specialized experience which includes applying practical knowledge of engineering methods and techniques that relate to construction; performing project oversight, and construction services related to construction; interpreting engineering construction contract plans and specifications; reviewing contractor's proposed working schedules for logic, adequacy and to determine whether construction schedules will be met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify at the GS-10 grade level, you must have: Specialized Experience: One year of specialized experience which includes performing project and construction services related to construction; interpreting plans and specifications, conferring with contractor to resolve differences of opinion; reviewing contractor's proposed working schedules for logic, adequacy and to determine whether construction schedules will be met. Education Additional Information Position may be filled as a Term Appointment NTE 13 months. Term appointment has the potential to be extended beyond six years up to eight years. This position will be filled as a time-limited appointment. Army employees who accept a time limited appointments (to include employees with personal competitive status) will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment. Permanent Army employees who accept a time limited appointment will be expected to sign a statement of understanding acknowledging the associated impacts of taking such appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Field 18 position, Engineers and Scientists (Resources and Construction). Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position has been authorized a group retention incentive of 10% of the basic pay which you may be eligible to receive. Relocation/Recruitment incentive may be authorized for a highly qualified candidate and an agency determination that payment is in the Government Interest. If incentives are authorized a service agreement is required.
