Construction Control Representative
Summary As a Construction Control Representative, you will provide project management for construction and/or repair projects from preliminary identification through project closeout. Positions will be located in the Public Buildings Services (PBS) Project Management Branch, Chicago Service Center and Northern Service Center Operation Divisions. We are currently filling two vacancies, but additional vacancies may be filled as needed. Responsibilities These positions are located in the Public Buildings Service (PBS), Chicago Service Center Operations Division (CSCOD) and the Northern Service Center Operations Division (NSCOD). These divisions direct, manage, and coordinate service execution relating to the delivery of real property management services. This office develops, directs, acquires and delivers services related to the operations, maintenance, and repair of Federal buildings and leased space (may include delegated buildings). These positions have job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Positions include routine telework that are geographically specific to: Chicago, IL; Indianapolis, IN; Detroit, MI; Grand Rapids, MI; Cleveland, OH and Minneapolis, MN. You may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. As a Construction Control Representative, some of your duties will include: Ensuring that assigned projects are technically correct in both design and construction and are in accordance with the best current practice in the industry and that they are within the technical and administrative constraints of the project. Developing scopes of work schedules, detailed fee estimates, contract criteria, and other pertinent documentation. Evaluating and/or recommending the work of A/E firms to ensure compliance with all regulations and design criteria. Administering A/E contracts, as well as alternation and new construction contracts and recommending approval or rejection of all or parts of the proposal. Resolving or directing contracted services (A/E firm) to resolve design problems. Coordinating with others to assure that all technical areas are addressed, proper design consideration is given and that the total project objectives and schedules are met. Meeting with contractors, manufacturers’ representatives, lessors, and/or government agency representatives to establish construction requirements. Participating in review of bids, contractors' proposals, and contractor specifications, as well as in contract negotiations and technical and business discussions with contractors. Constantly monitoring projects to ensure projects stay within budget, schedule and scope. Completing all administrative actions required to close out assigned project. For a brief video on creating a Federal resume, click here. The GS-12 salary range starts at $86,962 per year. Salary is determined by the location for which you are selected. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service as described below. Specialized experience equivalent to the GS-11 level is experience applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; developing construction cost estimates; inspecting construction; administering construction contracts; and reading and interpreting engineering and architectural plans and specifications. Such experience must also include independently managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.
