Construction Control Representative
Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Construction Control Representative. Duty Location: Santa Nella, California Responsibilities Serves as a Construction Control Representative on one or more of the following types of projects: earthen and concrete dams, canals, pipelines, diversion dams, pumping facilities, hydroelectric generation plants, switch yards, pumping facilities for fish and wildlife mitigation and enhancement, hazardous waste cleanup sites, environmental restoration, concrete structure and buildings. Reviews project plans and specifications prior to contract advertisement to determine practicability from a construction standpoint. Attends pre-bid and preconstruction conferences to discuss principal construction features and requirements in terms of methods and equipment. Manages control of the borrow area excavation of various construction materials and processing them to meet contract specifications as to gradation, moisture, and uniform type prior to placing the materials to prescribed lines and grades. Observes and investigates construction at all stages to identify problems, reports potential problems, and takes timely action to recommend changes, and investigates need for contract change orders. Implements and conducts a safety and health program for subordinates including instruction and policies. Investigates all accidents, prepares reports and forms, evaluates the causes and effects, and determines corrective action required. Keeps contractor informed of requirements concerning construction scheduling, progress reporting, safety measures, wage and hour law observance, labor relations, and payroll records. Compiles construction inspection and progress reports. Prepares technical data on specific phases or features of construction for inclusion in special and periodic reports and memoranda or correspondence relating to the overall inspection program. Reviews "as-built" drawings to ensure changes in plans and specifications have been accurately noted and updates field drawings at completion of construction. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience inspecting construction work performed by private contractors on a major project or major segment of a complex construction project; interpreting construction plans and specifications; resolving problems of non-compliance and unauthorized deviations with contractors; preparing technical construction reports; inspecting construction or rehabilitation on earth and concrete dams, reservoirs, construction of canals for irrigation systems; inspecting and testing the installation or rehabilitation of complex and sophisticated electrical and mechanical equipment and systems; and inspecting construction of roads, bridges, and utilities in connection to a major construction projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/27/2024.
