DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce *_Position Summary_* The Construction Coordinator IV (CCIV) is responsible for overseeing and managing all phases of Electrical maintenance contracts and construction projects for statewide facilities under the Office of Facilities Management and Decarbonization. This position ensures projects comply with technical requirements, budgets, schedules, and regulations from initiation to final acceptance. The CCIV supervises contractors and personnel, coordinates the completion of electrical maintenance, repairs, upgrades, and replacements, and provides technical expertise to project teams. The role involves reviewing reports, managing resources, and ensuring quality work while maintaining accurate documentation and fostering collaboration across multiple stakeholders. The CCIV also monitors safety requirements and operational needs to ensure timely, effective project delivery and facilitates technical training for staff. *General Statement of Duties and Responsibilities *** * Supervise and coordinates the activities of workers and contractors engaged in the electrical preventive maintenance contracts, monitoring, replacement, upgrades, and repair of building electrical systems. * Create and review reports to determine the need for adjustments to the electrical preventive maintenance contract specifications, upgrades, replacement and repairs. * Inspect building electrical systems equipment to determine the need for cost of materials required for maintenance, repair, upgrades or replacement of parts; note hazardous conditions; and establishes work priorities based on safety requirements and operational needs of the facility. * Review reports to determine the need for replacement, upgrades or repair of building electrical systems. * Provide technical reviews, comments, and support for all electrical maintenance contracts. * Maintains records and prepares reports to provide information to superiors concerning work progress, work completed, costs, problems encountered, equipment and materials used, and to make recommendations concerning assigned activities. * Review load profiling data and assist with creating new operating schedules. * Inspects work in progress and completed work to verify adherence or compliance to specifications and standards and to prepare reports to superiors concerning work activities. * Make inspection tours to ensure that buildings’ electrical systems are operating and maintained correctly by contract specifications. * Write specifications for and estimate the costs of repairs, remodeling or alterations to be completed by contract. * Assist in developing and designing contractual agreements for professional and technical services concerned with planning, design, and construction of capital improvements. * **Review schematic design documents for compliance with sound engineering principles. * Ensure designer adheres to the program and that facility needs are met. Review and approve plans and specifications to ensure timely completion of detailed, comprehensive construction documents.Establishes project budget. * Meet with all project principals, including designers, general contractors, sub-contractors, resident engineers, vendors, and interdepartmental personnel to establish project milestones, scheduling, payment, and other related issues. * Attend weekly project meetings. Review daily reports and conduct site visits as required. * Recommend and approve acceptance or determine refusal of financial obligation for itemized payment requisitions, change orders, extra services, and contractual modifications. * Mediate disputes by ensuring compliance with contract documents with all parties * Monitor project schedule and budget for compliance and make modifications as required. Prepare, compile, and submit reports and documentation related to project progress. * Supervise various Contract Personnel per project, provide guidance and advice to project principles. * Coordinate use, occupancy, furnishings, and equipment. Ensure completion of punch-list items. Participate in evaluations which determine final acceptance of projects. Work to coordinate the closing of project. * Maintain accurate project records, including as builds, warranties, guarantees, list of suppliers, and all other project documentation. * Provide technical training to DCAMM employees.*__* *_Qualifications Required at Hire:_* * Massachusetts Master Electrician’s license with 10 years documented knowledge of commercial building electrical Systems. * Training and knowledge of NFPA 70, 70B, 70E, 72, 75, 77, 78, 79 and NEC Standards. * Experience in maintenance, service and repairs for electrical substations. * Experience in Data Center electrical systems including UPS and generators in operating, maintenance and repairs. * Experience in the management of repairs and required maintenance of facilities electrical systems including, switchgear, UPS, emergency generators, motor control centers, motors, normal and emergency power systems and VFDs. * Knowledge of electrical system installation, troubleshooting, and commissioning. * Multiple building location portfolio experience consisting of 10 locations or more encompassing 2.5 million square feet of occupied space. * Knowledge of energy profiling software system reports and making recommendations for scheduling changes. * Knowledge of building automated lighting control systems. * Knowledge of electrical monitoring systems. * Knowledge of electrical systems for Fire Alarm systems. * Knowledge of emergency generators, load banks, and fuel systems. * Knowledge and use of Microsoft Office Suite programs. * Knowledge of the types and uses of equipment and materials used in maintenance and repair work. * Knowledge of safety practices and procedures followed in maintenance and repair work. * Knowledge of the principles, practices and techniques of supervision. * Ability to supervise, including planning and assigning work schedules to the nature of the job to be accomplished and the capabilities of contractors. * Ability to give precise oral and written instructions. * Ability to read and interpret documents such as specifications, plans, drawings, layouts and schematics. * Ability to stand for long periods of time; ability to climb ladders and scaffolding, ability to climb on equipment, ability to traverse small spaces, crawl spaces, tunnels and attic spaces. * Ability to maintain accurate records. * Physical stamina and endurance. * Knowledge of the terminology, symbols, codes, and standard abbreviations used on plans, blueprints, etc. pertinent to facility construction. * Knowledge of inspection techniques used on facility construction projects. * Knowledge of the types and uses of materials and equipment used on facility construction projects. * Knowledge of the principles and practices of facility construction management. * Knowledge of the principles and practices followed in estimating building costs. * Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, standards, guidelines, and specifications governing Commonwealth construction. * Ability to supervise, including planning and assigning work, conducting reviews and evaluations, and fostering motivation among subordinates. * Ability to communicate effectively orally; ability to exercise sound judgment. * Ability to gather information through questioning individuals and by examining records and documents. * Ability to read and interpret documents such as plans, specifications, blueprints, and drawings. * Ability to exercise leadership in group situations. * Knowledge of current software such as Microsoft Word for Windows, Microsoft Excel for Windows, etc. *_Preferred Qualifications:_* * 15 years electrical experience in facilities management. * Excellent customer relations skills. * Knowledge of Data Centers. * Demonstrated knowledge of the public construction process. * In depth of historical buildings. *First consideration will be given to those applicants that apply within the first 14 days.* Applicants must have (A) at least ten (10) years of full-time or equivalent part-time experience in trades, construction, construction management, inspection and/or alteration of building construction projects, of which (B) at least three (3) years must have been in a supervisory or leadership capacity; or (C) any equivalent combination of the required experience and the substitutions below. Incumbents are required to have a current and valid Motor Vehicle Driver's License at a Class level specific to assignment. Substitutions: I. An Associate's degree or Technical degree in a related field may substitute for one (1) year of the required non-supervisory experience. II.
