Supervise and coordinate the construction of a wide variety of public capital construction and rehabilitation projects. Resolves any major or complex problems not normally handled by subordinates. Working conditions are primarily inside an office environment. Exercises functional supervision over assigned staff. Work Location 10303 Toolyard, Building 2, ( Northeast Service Center), San Antonio, Texas 78233 Work Hours 7:45 a.m. - 4:30 p.m., Monday - Friday Essential Job Functions + Supervises Construction Inspectors and Senior Construction Inspectors to ensure compliance of assigned Public Works projects. + Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City of San Antonio's Personnel Rules and Regulations. + Visits project sites to monitor progress, observe the quality of work, ensure compliance with plans, specifications, contract documents and respond to questions and inquiries. + Addresses major or complex problems not normally handled by subordinates regarding field alterations during construction; includes field inspections involving occasionally lifting and carrying equipment weighing up to 50 pounds. + Observes work in progress to address major or complex problems not normally handled by subordinates to ensure that plans, specifications and contract documents are followed; materials used conform to specifications during construction. + Ensures that proper safety and traffic control procedures are followed. + Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department's and the City's mission, objectives, and core values. + Participates in the selection of Construction Inspections Staff; provides or coordinates staff training; works with employees to correct deficiencies. + Establishes schedules and methods for providing construction inspection services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly. + Reviews inspection reports completed by subordinates to ensure documentation is complete and action taken is proper; prepares and presents oral and written reports; maintains records and documents activities; provides field support to subordinates or performs field inspections and investigations when unusual problems arise; performs quality control inspections and plan reviews. + Prepares final inspection punch lists and coordinates the final acceptance processes with City staff and others; prepares completion notices and final payments. + Checks Inspectors' field books at the completion of a project to make sure pay items are correct prior to preparing a final estimate. + Reviews rough drafts of proposed field alterations and negotiates prices with contractor for additional work required. + Reviews and makes recommendations on preliminary project plans at final review stage. + Evaluates construction contractors' performance at 50% completion. + Conducts final inspection on completed work to ensure compliance with plans and specifications. + Checks monthly pay estimates, contract time statements, and monthly employee time sheets. + Checks and submits paper work involving assigned employee's leave, accident reports, etc. + Coordinates and assists with organizational performance review studies to improve the utilization of staff and other organizational resources. + Coordinates and prepares reports and correspondence in response to requests from management teams or other departments. + Performs related duties and fulfills responsibilities as required. Job Requirements + Bachelor's Degree from an accredited college or university. + Three (3) years of increasingly responsible experience dealing with public works construction projects or construction inspections. + Valid Class 'C' Texas Driver's License. Preferred Qualifications + Five (5) years of Municipal/Public Works construction projects or construction inspections experience. + Experience in Municipal and/or TxDOT Capital Construction Projects. + Certified in Work Zone Traffic Control. + Certified in Erosion, Sediment, and Storm Water Inspections. Applicant Information + Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. Knowledge, Skills, and Abilities + Knowledge of all phases of streets, bridges, sewer, and drainage systems construction, to include methods, equipment, costs, and materials. + Knowledge of the construction industry, including grades, mathematics, and plan interpretation. + Knowledge of principles and practices of construction and engineering. + Knowledge of codes, regulations, and ordinances related to the construction industry. + Knowledge of hazards, safety, and OSHA regulations related to the construction industry. + Knowledge of engineering mathematics. + Skill in utilizing tools and equipment used in the construction, engineering, and surveying trade, to include Instrument/Level, Laser, Slump Cone, Scale, and Nuclear Density Machine. + Ability to read plans and specifications. + Ability to communicate clearly and effectively. + Ability to establish and maintain effective working relationships with City staff and the general public. + Ability to perform engineering calculations. + Ability to use independent judgment in making decisions. + Ability to exercise firmness and tact in dealing with contractors, engineers, etc. + Ability to supervise, train, and evaluate staff. + Ability to interpret and properly apply all applicable codes and regulations. + Ability to perform all the physical requirements of the position, with or without accommodations.
