The Construction Lead will report to the Director of Project Engineering and deliver capital and assigned expense improvement projects at the Lake Charles Refinery.  The role will ensure that all construction activities and processes are carried out in a safe, compliant with all applicable codes and standards are met. The Construction Lead will drive for the most cost effective and timely schedules.  

 

Responsibilities May Include:

Participating in contractor safety meeting and the Contractor COOP Monitoring and appraising contractor’s performance and recommending corrective action to be taken where deficiencies are detected; verifying actions are taken while providing input to and reviewing contractor’s detailed plans to complete the work Supporting engineering through constructability reviews (logistics, project laydown, FW location, major cranes) Signing off on project cost estimates and schedules as well as supporting the review of contractor submitted estimates Participating in monthly schedule reviews and ensuring that contractors make the appropriate schedule progress updates as needed by the project schedule Ensuring capital projects construction schedule aligns with the TA schedule by integrating Pre & Post TA activities with TA activities, allowing for safe, timely, and most cost-effective project completion Staffing the site’s construction effort in a way that is safe, cost effective and follows good, ethical construction practices plus monitoring field execution for safety, quality, and productivity through field job visits Assisting the Project Engineers  Monitoring and controlling the ongoing costs of construction so that no AFE supplements are required Promote safety awareness and safe performance among project team members, including consultants and contractor personnel Leading the site project construction program, both expense and capital which includes budgeting, planning, and executing this work such that it is done safely, on schedule and within budget Participating in lessons learned reviews and providing input to close-out report sections upon completion of projects or work scopes Functionally supervising the site Construction Coordinators Managing project rental equipment Participating in Pre-Startup Safety Review (PSSR) Elevating project issues to ensure a timely response on Request for Information (RFI) and Field Change Request (FCR) documents

 

Required Qualifications:

Legally authorized to work in the job posting country High school diploma or GED equivalent 5 or more years of experience in project construction 2 or more years of supervisory experience Experience negotiating fair agreements with contractors Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic Must be willing and able, with or without reasonable accommodation, to comply with the following: Travel up to 5% of the time Occasional on-call duties Work extended hours, which may include evenings, weekends, and holidays Transport articles up to 50 pounds Work safely near large, hot, high-speed machines Climb ladders and stairs up to 200 feet in height Work around chemicals, including acids and bases Work around hydrocarbons under high pressure and heat Work outside in harsh weather conditions Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection) Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

The Lake Charles Refinery is located in Westlake, Louisiana. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. Facilities also include a specialty coker and calciner. The refinery processes a mixture of light to heavy, low- and high sulfur and low- and high-acid crude oils. It receives domestic, Canadian and other foreign crude oil through truck, pipeline, marine transportation and terminals, including the Beaumont and Clifton Ridge terminals and the Bayou Bridge Pipeline. Lake Charles produces a high percentage of transportation fuels. Other products include off-road diesel, home heating oil, feedstock for our Excel Paralubes joint venture, specialty graphite petroleum coke and petroleum coke. Refined products are distributed in the southeastern and eastern United States by truck, rail car, barge or pipelines and exported to Latin America and West Africa.
