Construction Management Lead
An exciting opportunity to join a multi-disciplinary team working on one of the largest Disaster Recovery Programs in the United States. You will be part of an expert team working with local communities across the US Virgin Islands, supporting the Office of Disaster Recovery in building safe, resilient & thriving communities by completing key recovery projects to transform and strengthen the Territory’s infrastructure. The USVI Office of Disaster Recovery, a division of the Virgin Islands Public Finance Authority, has entrusted us with the critical task of managing and supporting federally funded recovery projects across the U.S. Virgin Islands. Our work will involve overseeing the reconstruction of key educational, healthcare and infrastructure projects, all of which were severely impacted by Hurricanes Irma and Maria in 2017. We're looking for an experienced and collaborative Construction Management Lead to support the delivery of a multi-billion dollar disaster recovery program. This role directs and manages multiple construction projects in the Education, Healthcare, and Infrastructure sectors in various geographies in the Caribbean islands of the USVI. The role will lead and mentor staff (formally and informally) within the program environment, manage project scope, schedule, budget, quality, and safety expectations. Reporting to the Program Director you will also have key relationships with Program executive leadership team, Sector Leads, Project Managers and Project Teams, Procurement / Contracts, Supply Chain, Health & Safety, Quality, Risk, Program Controls, and other related program & Client teams. As part of the Program’s leadership team, this role will provide ongoing updates to the Client and the Program Leads, guide and advise on strategic priorities and opportunities for improvement, and coordinate across the other Program teams, as necessary. You’ll be responsible for managing and collaboration with the project teams across the full program. This will include the interface with the project management teams from conception through completion in accordance with program objectives and coordination of construction management & supervision across all projects. You will manage and provide oversight and facilitate resolution to complex project related challenges. As a member of our Program Management Team, you will Lead a team of Construction Managers overseeing the delivery of projects across all sectors within the re-build program. You will play an integral role in the development and deployment of construction teams to align to the Construction Management scope of services on each project. Key responsibilities include: * Develop a Program level Construction Management strategy supporting cost and schedule management, claims management, logistics, workforce deployment. * Lead the development and resourcing of the Construction Management function across the program. * Review and comment on detailed construction plans, schedules, and timelines to support the delivery of projects on time and within budget. * Monitor construction activities reviewing and reporting on compliance against design specifications, quality standards, and safety regulations. * Advise constructability, materials management, equipment, and personnel, to optimize efficiency and reduce waste. * Interface with Program Supply Chain & Logistics Leads to develop an integrated delivery strategy supporting opportunities for bulk procurement and the implementation of modern methods of construction. * Maintain effective communication with clients, architects, engineers, and other stakeholders to ensure project requirements are understood and executed. * Support construction operations by resolving any issues or challenges that arise to keep the project on track. * Monitor & report on the implementation of Health and Safety protocols. * Track and report on contractor adherence to Schedule & Budget at a program level. * Identify potential risks and develop strategies to mitigate or address them proactively. * Implement best practices and innovative solutions to improve construction processes, enhance efficiency, and achieve better outcomes * Bachelor of Science in Engineering, Construction Management, or Architecture discipline * 15+ years of experience as a Project Manager in an Engineering, Environmental or Construction organization with increasing responsibility * Experience managing projects of $120 million* Advanced working knowledge of contract management, pre-design, pre-construction, renovations, demolition, and new construction systems/components and technology, contract management, team building, and client relationship building. * Experience with various disciplines, trades and systems related with an emphasis on full project delivery * Excellent communication and presentation skills to effectively communicate complex project information to varied audiences * Clear and analytical approach to problem solving and decision making * Strong people leadership skills along with building and maintaining client relationships * Self-motivated, initiator, leader; demonstrated through professional society involvements or related activities. * OSHA 30 Certification Ideally you'll also have: * Master's Degree in Architecture, Engineering or Construction Management discipline. * Project Management Professional (PMP) or Certified Construction Manager (CCM) certification.
