CONSTRUCTION MANAGEMENT SPECIALIST
Summary You will serve as a Construction Management Specialist in the Capital Improvements Business Line of NAV FACILITIES ENGINEERING COMMAND SE. Responsibilities You will serve as a senior Construction Manager and provide expert construction management services to all activities and tenants served by the Facilities Engineering Command (FEC). You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts. You will review and approve contractor administrative submittals and coordinate review and approval of technical submittals such as shop drawings, design data, manufacturer’s instructions, and test plans/reports. You will monitor available project budget and time constraints, including cost and schedule to ensure funding thresholds and impacts to operational needs are not exceeded. You will visit construction sites to monitor progress and solicit input. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Conducting studies, analyzing findings and making recommendations on large scale construction projects; 2) Reading and interpreting construction contract drawings and specifications and providing technical recommendations to contract specialists; 3) Applying knowledge of administrative areas of construction (e.g., contracting, finance, accounting, information management) to resolve questions and problems; and 4) Developing oral/written reports, briefings and presentations to explain technical information to professionals with various backgrounds.
