Construction Management Specialist
Summary About the Position: This position is for a Construction Management Specialist for the U.S. Army Corps of Engineers, Huntington District. This position will perform a variety of business management duties in support of the construction management operation. Duty locations are Huntington, WV or Hinton, WV. Responsibilities Assist the Senior Lead Engineers in the formulation and submission of the operating budget and annual construction placement projections for the Resident/Area office. Execute approved Resident/Area Office/Construction Branch budget by monitoring accounting data of expenditures generated by operating programs to detect variances. Analyze data to recommend establishment of priorities and levels of funding and advises on means of reducing costs and expenses without impairing mission capability. Coordinate budget preparation, fund allocation and accountability, forecast, cost estimate and reporting, financial management and analysis. Perform a variety of administrative support duties to include purchasing, government property, human resources issues, modification support, new employee orientation, records coordinator and timekeeping. Serve as Personal Property Inventory Manager. Provide oversight of timekeeping responsibilities and provides guidance and assistance to subordinate staff in field office with timekeeping procedures. GS-7 Minimum Qualification: one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes performing a variety of business management duties in an office environment; preparing correspondence; maintaining contract files/records; making travel arrangements; timekeeping, and complete weekly reports. OR Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Clerical, Administrative, or Business management. (Note: You must attach a copy of your transcripts.) OR Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. GS-9 Minimum Qualification: one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes performing a variety of business management duties in an office environment; preparing correspondence; maintaining contract files/records; making travel arrangements; timekeeping, and complete weekly reports, purchasing, government property, providing modification support to a construction field office, tracking modification funding, completing new employee orientation, performing labor enforcement. OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Clerical, Administrative, or Business management. OR Specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
