Construction Manager, Aviation Fuel Systems Specialist (T&C Lead)
**Job Description:** Parsons is undertaking a prestigious airfield project in Riyadh, Saudi Arabia, aimed at establishing new standards in aviation infrastructure looking for an amazingly talented **Airport Construction Manager, Aviation Fuel Systems Specialist t** o join our aviation team! The Construction Manager (Test and Commissioning Lead) is responsible for completing a wide variety of difficult engineering assignments, applying construction techniques and analyses within the aspects of aviation fuel systems and distribution for the project. The Lead/ Manager at this level is a fully qualified professional, proficient in the utilization of most construction theories and practices and is expected to oversee the field engineering/ construction of aviation fuel systems projects. Additionally, the incumbent will establish communication and rapport with project counterparts (internal and external) to ensure their participation in project technical meetings and approval of contractor documents, as required by client requirements. Incumbent must become thoroughly familiar with required contractual obligations and technical aspects of all facilities to be erected. Under the direction of the Test and Commissioning Manager and Workstream Delivery Managers, the Lead/ Manager will oversee the construction supervision team and contractors, specifically related to fuel systems as applied to airport infrastructure works. **Key Responsibilities:** + Supervise and coordinate construction activities, ensuring compliance with safety regulations, quality standards, and project specifications. + Collaborate with design teams to develop and review project plans, specifications, and drawings, providing technical guidance as needed. + Maintain effective communication with clients, contractors, regulatory agencies, and other stakeholders to ensure project success. + Develop and manage project budgets, monitor expenditures, and implement cost control measures. + Create and maintain project schedules, ensuring timely completion of milestones and deliverables. + Identify potential project risks and develop mitigation strategies to minimize impact. + Implement quality control procedures to ensure all work meets industry standards and project requirements. + Prepare and maintain comprehensive project documentation, including progress reports, change orders, and project closeout documents. + Provide leadership and direction to project teams, fostering a collaborative and productive work environment. + Serve as the subject-matter expert (SME) on fuel system networks and facilities integration, acting in an advisory capacity to senior management on construction-related matters. + Actively participate in and promote project Safety and Quality plans. + Perform other responsibilities as required. **Qualifications and Experience:** + Bachelor’s degree in Engineering, Construction Management, or equivalent from a recognized university is required. + 15+ years of overall engineering and construction management experience, with a minimum of 10 years of related experience in airport infrastructure construction, aviation fuel systems, fuel systems integration work, and supervisory experience. + PMP (Project Management Professional) or equivalent certification preferred. + Demonstrated knowledge of airport operations and construction safety. + Thorough understanding of ICAO and/or FAA airport construction standards (e.g., AC 150/5300, AC 150/5370, Order 1050-15) and NFPA requirements as applicable to runways, aprons, and support facilities. + Excellent verbal and written communication skills, with the ability to effectively interact with diverse stakeholders. + Excellent problem-solving, analytical, and critical thinking skills. + Capable of adapting to demanding project conditions. + Proven leadership skills with the ability to manage and motivate project teams. + Proficiency in project management software (e.g., MS Project, Primavera), AutoCAD, and other relevant tools. **Minimum Clearance Required to Start:** Not Applicable/None Parsons is an equal opportunity employer committed to diversity in the workplace.
