Responsibilities You will be responsible for implementation of the government Quality Assurance (QA) Program, conducting QA/QC Coordination (Mutual Understanding) meetings, review of quality control plans and procedures and assessments of contractor performance. You will perform construction tasks in accordance with NAVFAC Construction Manager Handbook, current fiscal year NAVFAC Business Operations Plan (BOP) and all NAVFAC Business Management System (BMS) processes. You will prepare cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule. You will review and monitor Contractor’s construction progress and submitted schedules and requests for payment and make recommendations regarding approval of payment estimates based on construction progress achieved and quality of work. You will prepare a QA report for each day construction site is visited; review Contractor’s Quality Control Report, review Contractor submittals including shop drawings, samples, data, etc.; Accident Prevention Plans; and Quality Control Plans. You will be responsible for determining completeness of construction projects and advising on the decision to transfer completed construction to the using agency or customer. Requirements Conditions of Employment Qualifications GS-12 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying regulations and procedures to ensure quality assurance of construction operations; 2) Reading and interpreting construction plans and specifications; 3) Communicating with contacts/customers verbally and in writing during meetings, negotiations, etc.; and 4) Using construction scheduling software and other necessary programs to complete tasks such as preparing reports, reviewing submittals, and inputting information. GS-11 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with quality assurance construction operations; 2) reading and interpreting construction plans and specifications;3) and communicating with customers. Education GS-11 ONLY: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of Ph.D. or equivalent doctoral degree or Successful completion of 3 full years of progressively higher level graduate education leading to such a degree or Possession of LL.M., if related A transcript must be submitted with your application if qualifying using education.
