Construction Manager

Primary Responsibilities\:  The Construction Manager directs the management of the construction inspector team for daily operations and assigned tasks; oversees coordination of projects, including construction of buildings of all types of public, residential, commercial, and industrial structures, roads, memorials, and bridges; oversees the projects from development through warranty; manages oversight of MILCON (Military Construction) Projects and other external design and construction projects and assists with communication and coordinating meetings on matters related to MILCON or external design projects as directed by the government; develops, manages, and oversees and/or updates regular and ad hoc project reports related to scope, schedule, budge, issues, and other relevant MILCON and construction project information and contract-related metrics; and schedules and coordinates construction processes so that projects meet design specifications.

Essential Functions\:

Assist in providing overall construction management functions related to budget, schedule, quality, safety, and other requirements of the project scope of work, including but not limited to the oversight of project budget and forecasting, detailed project management and/or execution plans, and project schedules. Oversee construction activities to determine whether the work has been executed in accordance with the contract documents, applicable building codes, applicable quality standards, and safety standards. Assist the contracting officer in evaluating Contractor's evaluations, claims, default actions, and litigation matters. Ability to evaluate technical and cost feasibility of Value Engineering submittals Facilitate and answer RFIs and recommend action(s) in writing to Contractor and the construction contractor's contracting officer within (3) workdays after receipt of the RFI. Assist in processing contract modifications to include a submission of a statement of work, drawings, cost estimate, and request for additional funds to the COR within five(5) workdays after direction from the COR.  Provide technical assistance to the construction contracting officer during negotiations. Assist the government in facilitating all pre-bid site visits, contract negotiations, and contract modification negotiations, bid openings, pre-construction meetings, design review meetings, and progress meetings scheduled by the construction contracting officer. Invite appropriate personnel and conduct construction contract pre-acceptance and acceptance inspections; assemble and maintain project construction file; and coordinate with CEN/COR for disposition of excess materials, supplies and equipment. Schedule construction contractor-supplied training for in-house personnel. Assist in coordinating relocation of occupants displaced by construction.  Keep the using organization informed of project schedules, problems, changes, and inspections.  Goal oriented with a high level of integrity and accountability. Ability to multi-task, adhere to deadlines, and work both independently and cooperatively across a multidisciplinary team. Takes initiative, is a team player, and can adapt well to a changing environment. Strong verbal and written communication skills and possess the ability to act as a facilitator and leader for all project related activities. Read and interpret construction drawings, specifications, and CPM scheduling. Knowledge of general construction inspection practices and procedures. Familiarity with government regulations and compliance. Proficiency with Microsoft Office. Provide mentorship and leadership to project team members. Identify and mitigate project risks. Lead and/or facilitate, coordinate, organize, and schedule regular status meetings and special project meetings with various project stakeholders as appropriate. Identify and/or validate project requirements, goals, and objectives and ensure resources are in place to meet them. Demonstrate ability to deal effectively with architects, engineers, contractors, clients, tenants, and government agencies to resolve open issues. Ability to analyze project-related information and communicate project status and issues in writing and verbally. Other duties as assigned.

Required Education / Skills\: Bachelor’s degree in engineering, architecture, construction management from a program certified by the Accreditation Board for Engineering and Technology (ABET) or from a program certified by the National Architecture Accrediting Board.

Minimum Ten (10) years’ experience of managing/overseeing construction projects in both new and renovations. Experience with government or military construction projects preferred.

Minimum Five (5) years’ experience in a supervisory position

Certificate / License / Registration\:

Professional engineering registration or registered architect preferred.

Certified Construction Manager (CCM) from the Construction Management Association of America preferred.

Hold and Maintain Secret Security Clearance 

Travel\: Minimal, as required

Unusual or Special Physical Requirements of Position (specify and provide % of time required).  Define and what percentage of the day
