Responsibilities This position serves as the Construction Manager for the Rio Grande Construction Office with responsibility for providing managerial, supervisory, and technical oversight of construction activities to a broad spectrum of stakeholders due to its agricultural, economic, environmental, or cultural impact. Exercise primary oversight, supervision, and staffing authority to carry out assigned construction management activities; Managerial oversight and direction for the development, execution, and coordination of programs in planning, design, construction, infrastructure, infrastructure, management, general administration and environmental control of construction projects; Administer a wide variety of specifications and construction contracts; Managing and directing all field and contract administration aspects; Responsible for planning, defining, and delineating tasks, milestones, and resource requirements and directing construction management activities to meet schedules, deadlines, and budgets. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must be suitable for federal employment, determined by a background investigation. You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position. You will be required to complete a Financial Disclosure Form. You will be required to submit to a urinalysis to screen for illegal drug use prior to appointment as a condition of employment. This position is also subject to random drug testing. To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience which includes performing duties related to project management, construction management, technical or administrative work in support of water resource projects in four or more of the following areas: 1) Developing and administering project schedules; 2) Planning, budgeting, and tracking project execution; 3) Leading multi-disciplinary teams; 4) Developing and maintaining collaborative relationships with state, federal, local, and tribal entities; 5) Ensuring compliance with statutes and regulations; and 6) Presenting information to higher organizational levels. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/27/2024. Education This position does not allow substituting education for experience. Additional Information You may be required to serve an initial probationary period. You may be required to serve an initial supervisory probation period. Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.
