What You'll Do

Manages the Construction Field Engineering Organization responsible for project planning, design document interpretation and implementation, field inspection, testing, and monitoring, quantity verification, progress reporting, problem resolution; assists in project planning, constructability input and problem resolution, progress reporting to include cost and schedule status, and project closeout. Manages / coordinates individuals responsible for Management Assessments, Material Receipt Inspection, Material Storage / Staging, and Construction Document Management Center.

 

Manages the Construction welding work process and the preparation and maintenance of Construction Management Requirements and Contractor Requirements. Responsible for revising, maintaining, and interpreting Construction Procedures and Guidance Documents. Monitors, reviews, and distributes plant-wide procedures and Standing Orders that affect Construction activities. Ensures adherence to Government Compliance Programs. Assists in managing the delivery of all required Design Output Documents, drawings, and materials to ensure that these items support the requirements of the Construction schedule and the delivery requirements of the project. Manages the technical attributes and coordinates the support activities of multiple projects.  Implements company policies and makes recommendations on development of new policies.

 

Verifies progress reported by the Field Engineers (FE) and assists in the resolution of technical problems. Performs technical reviews of required submittals to ensure compliance with the requirements of the project. Participates in meetings with Project Management, Project sponsors, and NPO personnel. Ensures the Field Engineering staff remains compliant with National Building Code Certifications and CNS qualifications.

 

Reports on a weekly basis items requiring resolution by support organizations and approves timesheets. Assists in the review of trends for schedule and/or budget impacts. Manages quality performance, in process, and acceptance, and resolves any noted problems.

OR fifteen years of relevant education, training, and/or progressive experience will be evaluated and considered for equivalency to these requirements. Requires at least 3 years of progressive supervisory experience up to and including experience with competing priorities. Preferred Job Requirements Requires broad and thorough technical/functional and management knowledge to resolve multi-discipline, multi-function, and technical problems in a component of a functional area. Knowledge of all phases of Construction operations relative to field activities of all engineering disciplines, Construction technologies, and job site management. Prior experience with large Construction projects and M&O and M&I contract work is preferred. Requires demonstrated ability to synthesize and create cost effective Construction engineering solutions meeting programs/project objectives. Must have excellent organizational, oral, and written communication skills, and be able to interact with all levels of personnel. Capable of working without direction while under pressure with the ability to resolve conflicts within required constraints. Must have a strong knowledge, experience, and understanding of Quality Assurance (QA) requirements for construction projects (e.g., ASME B31, NQA-1, Inspection and Test Records), configuration management principles, and knowledge of Issues Management, Management Assessments, and a basic knowledge of Welding Program requirements. Position requires RAD Worker II qualification. Must be able to communicate with Design Engineering to resolve issues beginning with conceptual design constructability reviews through final installation and turnover; have practical Construction experience in recognizing resource allocations for meeting schedule; experience in initiating Job Hazards Analysis and Inspection Packages. This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
