Construction Manager Representative Level 2

Essential Job Functions

- Oversee, manage, and inspect the work of construction contractors.

- Ensure all construction activities conform to contract documents and existing codes.

- Draft contract-related correspondence and provide technical support to the Contracting Officer (CO) and Contracting Officer’s Representatives (CORs).

- Conduct and chair construction meetings, prepare meeting minutes, and maintain detailed project documentation.

- Monitor compliance with safety regulations, including OSHA standards, and attend safety meetings.

- Perform on-site inspections, prepare daily and weekly reports, and manage project progress documentation.

- Coordinate access and escort contractors and visitors at secure sites.

- Assist with cost estimates, review submittals, and support contract negotiations.

- Provide regular status reports and updates to project stakeholders. 

Required Education and Certifications

- **Security Clearance:** Must have and be able to retain a Top Secret level security clearance.

- **Education/Experience:**

  - **Option 1:** Bachelor’s Degree from an ABET-accredited engineering college or university with 2+ years of relevant construction/engineering work experience, actively participating in the Engineer in Training (EIT) program.

  - **Option 2:** 3 years post-secondary education in an ABET-accredited engineering program or related science curriculum and 6 years of relevant construction/engineering work experience, actively participating in the EIT program.

  - Prior experience at the White House campus is highly desirable. 

Required Qualifications and Skills

  - Proficiency in Microsoft Word, Excel, and Project.

  - Ability to operate and manipulate Primavera Project Planner (P3) schedules.

  - Knowledgeable in construction practices, building codes, cost estimating, and technical writing.

  - Familiar with applicable safety regulations and able to obtain OSHA 30-hour construction safety training within 90 days of contract award.

- Ability to complete additional training such as Confined Space Training, Federal Information Systems Security training, or required training for accessing Government Internet and Intranet systems.
