Position Overview and Responsibilities:

This position works in the Procurement Section of Business Support Services and supports the Construction Contract Section with administrative tasks related to Building Construction contracts. Specific duties and responsibilities include:

 

Responsible for advertising Continuing Area Contracts and all individual projects for Professional Services, Construction Managers, and Low Bid Projects in accordance with all applicable Rules and Florida Statutes. This includes coordinating with project managers, setting up selection committees, scheduling dates for shortlist and interviews, preparing and posting advertisements to the Florida Administrative Register (FAR) and on the Vendor Information Portal (VIP); acting as the liaison for architects, engineers, and contractor’s inquiries and forwarding necessary forms for their submittals; receiving submittals, preparing grade sheets, scheduling interviews, preparing selection packages, disseminating selection results and maintaining accurate and complete selection files. This position prepares, posts, and maintains all advertisements for architects/engineers and contractors, posts the shortlist and final selection results, and the posts award of low bids on the FAR and in VIP. Acts as Procurement Officer for all procurements and attends all Tallahassee-area presentations. Prepares sign-in sheets, presentation script and handles recording. Compiles sign-in sheets, presentation script, and recorder package for Project Managers when presentation is outside the Tallahassee-area. Prepares Qualifications-Based Selection and Authority to Negotiate forms for approval to move forward in procurement process. Reviews, updates, and posts Construction Contract information in the FACTS system. Responds to and tracks all Public Records Requests related to REDM solicitations for construction services. Assists in the revisions, printing, and distribution of the division’s internal and external forms and manuals and ensures that they are kept current. Acts as the secondary backup for the background screening process for contractors.  Acts in support of the Financial Procurement Administrator.

 

Knowledge, Skills, and Abilities:

Experience with Microsoft Office programs (Excel, Word and Outlook). Knowledge of administrative principles and practices. The individual must be organized and able to proofread and edit documents accordingly. Knowledge of the methods of data collection. Knowledge of the principles and techniques of effective communication. Ability to understand and apply applicable rules, regulations, policies, and procedures. Ability to utilize problem-solving techniques. Ability to work independently. Ability to plan, organize, and coordinate work assignments. Ability to establish and maintain effective working relationships with others. Ability to make decisions in a timely manner. Ability to prioritize workload. Minimum Qualifications:

Minimum of three years’ experience in higher level administrative duties. Valid and applicable driver’s license. Intermediate to advanced experience with Microsoft Office programs (Excel, Word and Outlook). Knowledge of Florida procurement statutes and rules.

 

Preferred Qualifications:

Knowledge of contract proposal review and negotiations. Knowledge of the principles and practices related to building design and construction. Experience posting advertisements and awards into the State of Florida Vendor Informtaion Portal and Florida Administrative Register. Experience entering contract data into the Florida Accountability Contract Tracking System (FACTS).
