CONSTRUCTION SCHEDULE ANALYST
Summary You will serve as a CONSTRUCTION SCHEDULE ANALYST in the PLANNING DESIGN, AND CONSTRUCTIO (PDC) of NAVAL FAC ENGINEERING CMD WASH. Salary GS-12: $101,401 - $131,826 Salary GS-13: $120,579 - $156,755 Responsibilities You will review contract plans, specifications, and scope to develop recommended construction duration to include in Requests for Proposals or contract solicitations. You will effectively communicate (both orally and in writing) with customers (including senior civilian and military staff, SES and Flag level) to ensure clarity of time impacts and aid in successful completion of a construction project. You will review and interpret construction contract drawing and specification requirements. You will review contractor’s time impact analysis proposals to validate impacts to the approved construction schedule. You will utilize advanced and comprehensive knowledge of network analysis schedules and critical path method. You will review contractors’ progress construction schedules to recommend approval or rejection, or to raise awareness to potential delays in order to mitigate and minimize time extensions. You will communicate NAVFAC requirements and positions during negotiations and recommend decisive actions to field office leadership as the basis for final action. You will develop, maintain, and provide scheduling training to each construction field office and respective personnel to bolster competencies. You will determine impacts to the contractor’s approved construction schedule on critical, high-visibility projects, government’s position on excusable delays, and executed pending modifications. Requirements Conditions of Employment Qualifications GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Providing scheduling training to field offices and respective personnel covering basic understanding of network analysis schedules, critical path method, time impact analysis, baseline and progress schedule reviews; 2) Providing assistance in validating impacts to the approved construction schedule and reviewing time impact analysis proposal regarding affected activities on the critical path and assisting in developing the Government's position regarding delays and/or liability; 3) Utilizing scheduling programs (P6, MS Project), forecasting, techniques, and critical path methodology to gather and evaluate contractor schedule and technical performance; and 4) Analyzing and mitigating techniques for schedule variance, schedule adherence, system engineering, integrated logistics, quality assurance, production and contractual management of construction projects. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Providing assistance and technical guidance to engineers/architects during the design phase of construction projects to ensure an appropriate construction duration is established for all construction projects; 2) Developing technical recommendations/solutions regarding construction scheduling issues and time impacts/complex problems during the administration and construction contracts; 3) Participating extensively in the pre-construction and post-construction award support aspects of scheduling requirements and performing Time Impact Analysis (TIA) on projects to ensure programs stay on track; and 4) Maintaining historical and current metrics on schedule growth differentiating types of delays impacting project progress (i.e. slow progress, rework, late procurement, internal delays).
