The Construction Specialist reports directly to the Maintenance Supervisor and is primarily accountable for supporting and assisting the project teams through project execution. Responsibilities include optimization of the contractors and project construction methods, assisting with construction progress, scheduling, and cost tracking, developing plans and work processes to ensure work is conducted in a safe, efficient, environmentally responsible, and cost-effective manner while adhering to all governmental regulations and Company policies and procedures.
 
Responsibilities May Include

Supporting the Maintenance Supervisor with implementation of progress, cost, and schedule tracking. Supporting Project Managers from execution through project closeout. Assisting Project Managers in tracking and forecasting project field costs. Coordinating field resources to accomplish assigned activities and projects. Participating in pre-bid meetings, bid clarification meetings, construction kick-off meetings and project coordination meetings. Assisting project teams with managing construction contracts, scope of work, schedules, and budgets. Communicating effectively with contractors and project teams to resolve project related issues. Responding to contractor’s Request for Information (RFIs) and Change Orders. Working with Operations to develop an integrated schedule for start-up and commissioning. Ensuring Pre-Startup Safety Reviews (PSSR’s) for all assigned projects occur in a timely fashion prior to commissioning activities and track all identified deficiencies to completion. Consulting with project stakeholders to ensure project design meets the design codes and regulations. Participating in the project development process by providing constructability input and optimizing project design.

 

Required

Legally authorized to work in the job posting country. 10+ years of construction industry  Must have a valid driver’s license. Ability to travel 25% of the time. 3 years or more of construction experience. 

 
Preferred

2 or more years of oil & gas pipeline, terminal, or facility experience.  Intermediate level of proficiency in Excel, Word, AutoCAD SAP. 1 or more years of direct project construction management experience.

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
