Supervises and directs direct hire craftsmen for the CNS Y-12 Construction organization. Ensures assigned construction operations are performed safely, in compliance with specifications, within budget and schedule, and enforces site work rules. Performs general administration functions inherent in all supervisory construction field positions. Schedules work to be performed and reviews work accomplished by all assigned discipline craft/project craft. Monitors work activities daily and ensures safety and quality considerations meet requirements. Monitors productivity and reviews with responsible Construction non-manual personnel. Coordinates with other site personnel for the successful completion of assigned construction activities. Responsible for problem resolution, including labor concerns and technical issues. Ensures strict adherence to all CNS and national building code requirements by craft personnel as assigned. Extensive knowledge of construction work processes and OSHA Safety requirements. Ensures the most current issued design documents are used to complete the work and that all design changes are approved prior to implementation. Ensures adherence to government and CNS construction safety programs and compliance programs. Reviews and interprets design drawings and other project documents to determine if information is adequate for successful completion of construction scope. Participates in constructability and value engineering studies. Develops cost and schedule estimates to support project pre-planning efforts. Assists with the preparation of change notices, field sketches, and generating as-built drawings. Assists in obtaining any required Escort Packages, permits (i.e., excavation, LOTO), work start approvals, and work authorizations prior to commencing work on site.
Coordinates successful execution of fieldwork including incorporation of facility and quality requirements. Position may require entry into radiological posted areas. Determines craft staffing requirements. Raises and assists in personnel matters associated within the organization. Understand and adhere to the requirements of the bargaining unit contract. Coaches, counsels, rewards and disciplines employees, as appropriate; trains and develops craft supervisors. Supports craft training requirements.
Coordinates activities with other site organizations or areas as required by Construction Management. Provides leadership and personal interaction to promote positive work environment and encourages individual involvement. Ensures crafts are performing all work within the Y-12 ES&H requirements and the Job Hazard Analysis process. Approves craft time records using established system.
Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecast. Monitors equipment and tool usage by direct-hire craftsmen.
Assists in the preparation of Material Requisitions for tools, consumables, and project bulk construction items, and ensures that the Crafts have the tools they require to be safe and productive. Monitors tool usage.
If a range of Career Levels is posted, i.e., Senior Associate to Senior Specialist, internal applicants already in one of the Career Levels would come across at their current Career Level. Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level.
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
