Job Description & Summary

‎‎‎The Inspector for Financial Services Companies is responsible to conduct inspections on financial services companies under our client’s jurisdiction, prepare inspection reports on findings and recommendations, and support in recommending disciplinary/regulatory actions in cases of non-compliance or misconduct.

‎‎‎‎‎‎‎‎‎‎‎Qualifications‎‎‎‎‎‎‎‎‎‎‎

-        Bachelor’s degree in economics, finance, business or other relevant field.

-        CFA certificate is preferred.

‎‎‎‎‎‎‎‎‎Experience: (Technical, functional, or leadership experience required)‎‎‎‎‎‎‎‎‎‎‎

Prior experience of working for a capital market regulator is an added advantage.

Experience working in Qatar would be an added advantage.

‎‎‎‎‎‎‎‎‎‎‎Key Accountabilities‎‎‎‎‎‎‎‎‎‎‎

‎‎‎‎‎‎‎‎‎‎‎Strategic‎‎‎‎‎‎‎‎‎‎‎

‎‎‎‎‎‎‎‎Support in developing the section-level operations plans cascaded from the department and unit strategic objectives.

‎‎‎‎‎‎‎‎‎‎‎Operational‎‎‎‎‎‎‎‎‎‎‎

‎‎‎‎‎‎‎‎Develop inspection plans for financial services companies by leveraging previous year’s inspection and investigation results and data from other relevant internal/external stakeholders (e.g. licensing unit, securities, offerings and listings unit other relevant regulators).

Conduct research and develop studies on improving inspection procedures and standards for financial services companies to increase alignment to international industry practices, and address potential gaps/risks as financial products/markets evolve and expand.

Execute annual inspection plans in line with policies and procedures, ensuring complete review of companies’ structures, systems, governance framework, documentation practices, internal controls and risk management procedures.

Execute unannounced inspections on financial services companies, ensuring pre-notification controls and adequate and timely reporting of findings.

Develop reports on inspection results in a comprehensive and timely manner, including recommended corrective actions for companies based on findings of non-compliance.

Identify cases of misconduct which need further inquiry and initiate the investigation process after gaining approval from senior management. Carry out the investigations procedures, prepare reports and support in escalating cases to relevant internal/external stakeholders (e.g. CEO, committees or other regulatory authorities if delegated). 

Conduct necessary research, leverage available regulations and consult legal experts to identify disciplinary measures and quantify fines/sanctions needed for financial services companies found guilty of misconduct and/or non- compliance.

Enforce approved recommendations and disciplinary measures on financial services companies and follow up on implementation of corrective actions recommended in inspection reports.

Collate and analyse inspection data at the section level and support data consolidation at the unit and department level and identify trends or potential risks and inform relevant stakeholders (e.g. Risk, AML-CFT), to enhance market oversight, strengthen supervision practices and regulations and increase investor protection.

Draft recovery and resolution plans, by leveraging available data from across functions and external sources if necessary, and support section and unit heads in developing mitigation plans and procedures for cases of default of intermediaries.

Liaise and communicate with other departments and exchange data and information as necessary to enable end-to-end view for leadership on inspection & surveillance of financial services companies.

Strong knowledge of capital markets and financial structure.

Strong expertise in regulatory compliance policies of financial services, trading and market activities in capital market. 

Knowledge of CFA and international standards.

Knowledge of the regulatory authority mandate and mission of the our client as well as the legislation, regulations and policies administered by the authority.

Proficiency in Arabic is essential, and English language proficiency is preferred.

This includes the ability to report findings and leverage outcome in the development of regulatory standards related to intermediaries. 

International trends and best practices: Demonstrate knowledge of the guiding principles, standards and leading practices for capital market regulators and the ability to apply this knowledge to identify opportunities for continuous improvement within our client. This also includes the ability to guide others on the application of these principles in own work.
