POSITION HIGHLIGHTS
+ Hybrid.
+ Full Time, 40 hours per week.
+ Monday - Friday, but may include nights and weekends.
+ First Shift.
+ Location: 450 Columbus Boulevard in Hartford.
+ A valid driver's license is required and must be maintained.
+ Incumbents in this class must possess and retain a license as a registered Pharmacist in Connecticut. Please list your license number on your application.
THE ROLE
The Consumer Protection Drug Control Agents can expect to:
+ Act as consultant and advisor to manufacturers, wholesalers, laboratory licensees and health care professionals regarding safeguards for drug, cosmetic and device storage and handling and maintenance of standards required by state laws and regulations.
+ Inspect, monitor, review and evaluate all aspects of drug, cannabis, cosmetic and device storage, security, recordkeeping, handling and distribution as required in each of the above mentioned areas.
+ Conduct inspections of licensees including cannabis facilities to ensure the guidelines of RERACA are being followed.
+ Submit written reports regarding deficiencies and makes recommendations for corrective action.
+ Receive and destroys unwanted controlled substances from health care facilities and other law enforcement agencies.
+ Investigate all phases of drug, cosmetic and device distribution from raw materials to its ultimate usage.
+ Detect and investigate illegal activities of all registrants primarily in the area of diversion of controlled substances by health care professionals.
+ Conduct surveillances, raids, embargoes and seizures.
+ Interview witnesses, suspects or arrested persons; assists other law enforcement agencies in similar investigations.
+ Statutorily authorized and empowered to obtain and serve search and seizure and arrest warrants, seize contraband and controlled substances, and make arrest without warrant.
+ Testify at criminal trials and administrative hearings.
+ Provide training to law enforcement personnel and nursing and pharmacy students; speaks before health care professionals and other interested citizens and groups.
+ Respond to disasters where drugs, cosmetics and devices are involved and identifies and removes from commerce those affected products that may be injurious to the health and safety of consumers.
+ Take immediate action in response to recalls initiated by manufacturers of governmental agencies to remove drugs, cosmetics and devices from commerce that are suspected to be harmful to the general public.
+ Perform related duties as required.
ABOUT US
The mission of the State of Connecticut, Department of Consumer Protection (DCP) is to promote a fair and equitable marketplace and to ensure safe products and services for consumers. The department is comprised of several divisions, each of which oversees the different industries that it regulates.
The Drug Control Division oversees compliance and enforcement of all laws and regulations concerning the sale and distribution of drugs within Connecticut. We are responsible for the administration, compliance and enforcement of the state's Prescription Monitoring Program, Medical Marijuana Program, and Adult Use Cannabis Program. This includes all pharmacy inspections, auditing of different organizations within each program, investigations of health care professionals for improper prescription, diversion and misuse of controlled substance medications and issuance of all license types associated with the drug industry.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Consumer Protection, Division of Drug Control this class is accountable for independently performing the full range of inspection and investigation duties involved in the monitoring of drug, cosmetic and device distribution systems for compliance with state laws and regulations.
EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience as a licensed pharmacist.
PREFERRED QUALIFICATIONS
+ Experience applying state and federal laws applicable to pharmacy practice, medical marijuana, or cannabis.
+ Experience performing inspections or investigations related to drugs.
+ Experience preparing written materials and giving oral presentations.
+ Experience prioritizing projects with competing deadlines.
+ Experience managing and interpreting data for application in a work setting.
SPECIAL REQUIREMENTS
+ Incumbents in this class must possess and retain a license as a registered Pharmacist in Connecticut.
+ Incumbents in this class may be required to work evenings, nights and weekends.
+ Incumbents in this class may be required to travel.
+ Candidates for this class are subject to selection standards pursuant to 7-294-a-e and the regulations of the Municipal Police Training Academy.
CHARACTER REQUIREMENTS
In addition to the checking of references and of facts in the application, a thorough background investigation of each candidate may be conducted before names are certified for permanent appointment.
PHYSICAL REQUIREMENTS
A physical examination may be required; incumbents in this class must have normal color vision.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or probability of physical harm.
