Continuous Improvement Senior Advisor

Responsibilities

Coordinates a standardized onboarding process for permanent bureau employees

Recommends and facilitates a standardized enrichment program for interns/Fellows that effectively imparts Department processes and increases likelihood of continued/returning tenure in the Department

Analyzes results of federal government-wide and or Department-wide employee experience/perception surveys; convenes periodic discussions and survey/pulse checks with bureau employees; recommends benchmarks to assess workforce support needs; prepares briefs/reports on data-based findings

Reviews Data and AI Action Plan and related data capture/utilization/approaches to identify synergies/implications for enhancing bureau recruitment, retention, and performance

Recommends Standard Operating Procedures and organizational improvements, as needed, to enhance bureau recruitment, retention, and performance

Coordinates professional coaching for bureau senior employees to cultivate a culture of mission-advancing leadership

Advises employees in the development of their annual Individual Development Plans

Coordinates a bureau-wide mentorship program

Regularly identifies and recommends reading/recorded material, external speakers, and events through which best practices are shared that enhance employee recruitment, retention, and performance

Tracks and efficiently connects the bureau to Department-wide workforce support services/resources (e.g., TalentCare, reasonable accommodations, etc.).

Recommends for-fee external resources/services to support bureau recruitment, retention, and performance

Recommends a performance-enhancing professional development training continuum for bureau employees according to levels of seniority

Serves as comprehensive repository of the bureau’s various external training activities, recommends synergies to maximize efficacy and efficiency

Designs and maintains a feedback loop for participants of both bureau employee and external training, prepares periodic briefs/reports of findings, recommends new approaches when data indicates a need

Qualifications

The position requires a bachelor’s degree; master’s preferred in international relations, political science, business or public administration, education, psychology, social work, or a related field and/or 2-5 years’ experience

Knowledge of diversity, equity, inclusion, and accessibility-related programs, theories, principles, procedures, and practices, issues, sources of data/best practices, and subject matter experts across an array of identity domains (e.g., race, ethnicity, gender, gender expression, age, sexual orientation, disability status, and intersectionality) to recommend and facilitate diversity-related programs or initiatives

Knowledge of Federal Equal Employment Opportunity laws and regulations, federal government human resources policies, principles, and processes and ability to translate them into bureau-specific program initiatives, plans and strategies to

Ability to develop appropriate data capture questions, analyze data, and identify trends or relationships within the data to advance the bureau’s workforce support priorities

Experience working with the Department of State, USAID, and/or the U.S. Congress

Knowledge of briefing and report writing techniques to apply them effectively for the purpose of gathering and developing information and presenting conclusions and recommendations

Strong English language (written and oral communication skills) to prepare recommendations and reports, oral briefs, solicit information, and propose solutions

Strong organizational, communication, interpersonal, and computer skills

Ability to manage multiple tasks, act decisively in daily work within limits of authority, deliver on deadline, and work well in a multi-cultural team environment

Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision

Active Secret or above clearance

Pay Range

166,923 - 171,923
