POSITION DESCRIPTION:
This position resides within the Professional Services Section of the Procurement Office and reports to the
Professional Services/Design Build Contract Supervisor. The role of this position in accomplishing the unit
mission will be to assist with the professional services contract workload and facilitate the unsolicited
procurement process. “Professional services” means those services within the scope of the practice of
architecture, professional engineering, landscape architecture, or registered surveying and mapping, as
defined by the laws of the state, or those performed by any architect, professional engineer, landscape
architect, or registered surveyor and mapper in connection with his or her professional employment or
practice. The duties and responsibilities of this position are as follows:
Coordinates activities involved with procuring professional services, such as preparing contract
advertisements. Prepares project schedules and reviews procurement activities as necessary. Provides
guidance to Department personnel concerning established procurement processes and policies.
Coordinates with Project Manager to determine appropriate work types to be advertised based on the Scope
of Services document. Coordinates and documents consultant selections, prepares schedules for new
acquisitions with Central Office Project Managers, drafts and enters consultant services advertisements in
the Procurement Development Application System (PDA). Reviews Letters of Response and Technical
Proposals for responsiveness and verifies/confirms consultant meets minimum technical qualification
requirements as specified in the advertisement and in Rule 14-75, F.A.C. Ensures Letters of Response and
Technical Proposals are in compliance with Federal Brooks Act for professional services contract
acquisitions. Prepares and issues the professional services Request for Proposal (RFP) to the shortlisted
consultant firms as required. Reviews TRC written recommendation to the selection committee to ensure
recommendation conforms with the Acquisition of Professional Services procedural requirements.
Prepares longlist, shortlist and final selection packages for use by the Selection Committee. Combines and
averages technical scores from all TRC members, and prepares ordinal matrix for the Selection Committee.
Properly notices shortlist and/or final ranking. Meets with consultants as necessary to address award
questions.
Enters all public meetings in PDA for posting on the Procurement website. Maintains and meets production
schedule milestones for Central Office Consultant Acquisition Plan. Provides assistance to State
Professional Services Engineer for review of Professional Services Work Types in Scope of Service
documents or Requests for Proposals for Design-Build projects. Reviews Scope of Services documents,
including staff hour estimates for Central Office projects. Provides guidance/interpretation to consultants
and Department staff regarding contractual and public meeting requirements. Plans and conducts Scope of
Services meetings. Conducts pre-meetings and prepares agendas. Coordinates and acts as facilitator for
consultant oral presentations and interviews. Acts as facilitator for Technical Review Committee meetings
for evaluation of technical proposals. Posts results of final selection in PDA and insures it is displayed in
the advertisement website.
Plans and conducts contract fee negotiations. Conducts pre-meetings, prepares Request for Fee Proposal
documents, and schedules all negotiation meetings. Reviews fee proposal and supporting documentation
and staff hour estimates (Automated Fee Proposal) in preparation for negotiation meetings. Prepares and
plans negotiations strategy in conjunction with Project Manager. Prepares negotiation preparation
checklist. Conducts contract negotiations. Ensures that costs are fair, competitive and reasonable in
accordance with Federal law (23 CFR 172) and State law (section 287.055, F.S.) Performs comparative
analysis of partially burdened rates in relation to the Consultant Wage Rate Averages Report by Job
Classification for Job Class Wage Rates Updated from Automated Fee Proposal (AFP) spreadsheets. Makes
recommendation of Operating Margin based on quartile values. Negotiates published fee schedule rates.
Prepares all correspondence to consultants regarding fee negotiations. Prepares consultant agreements,
ensures that the necessary contract terms and language are included and the appropriate method of
compensation is utilized. Ensures proper budget is available and funds commitment/approval prior to
execution of the agreement.
Prepares consultant contract amendments (including supplemental amendments, time extensions, changes
in scope of service, certification of completion), and task work orders (if required) in accordance to
procedure and guidelines. Ensures all necessary contract terms and language are included and the
appropriate method of compensation is utilized. Ensures proper budget is available and secures funds
commitment/approval prior to execution of the agreement. Obtain proper authorization to proceed if adding
any non-professional services firms to a contract. Performs necessary cost analysis for amendments
adding subconsultants. Validate that the rates are fair, reasonable, and competitive in accordance with
federal and state law. Ensures that all necessary forms are completed, including Conflict of Interest
Certification and federal forms. Assists/Instructs Project Managers in preparing task work orders, where
necessary.
Enters required data into the Consultant Invoice Transmittal System (CITS) in an accurate and timely
manner. Enters and maintains required information in the Florida Department of Transportation Florida
Accountability Contract Tracking System (FDOTFACTS). Verifies district compliance with procurement
documents.
Serves as main Procurement point of contact during an unsolicited proposal procurement process.
Coordinates advertisements through the Procurement Office website, newspapers, and Florida
Administrative Register. Coordinates notification to local governments that are affected by project's
location. Drafts and coordinates the responsiveness check for the technical proposals that are received.
Responsible for routing questions from public information requests to appropriate staff and ensuring timely
addenda postings.
Performs other duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to communicate effectively, both in writing and verbally. Ability to understand and apply procedures and statutes
governing the professional services consultant acquisition process. Skilled in the following computer applications:
Microsoft Word, Microsoft Excel, and PowerPoint. Knowledge of SharePoint. Knowledge of Procurement Development
Application and the application reporting tools. Skilled in customer service skills. Ability to work independently and as a
team member. Ability to handle multiple projects. Knowledge of Civil Engineering, understanding principles and
concepts of Geotechnical Engineering, Roadway Design, Structures Design, Traffic Engineering, Intelligent
Transportation Systems Design, and Surveying.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:

MINIMUM QUALIFICATIONS:
An associate's degree from an accredited college or university and three years professional business experience; or a
bachelor's degree from an accredited college or university and 6 months of professional business experience; or a
master's degree from an accredited college or university. Professional experience as described above can substitute on a
year-for-year basis for the required college education. Florida Certified Contract Manager (FCCM) or Engineering Intern
(E.I.) license can substitute for 2 years of experience.
