This position provides analysis and oversight in subgrantee contracting and risk mitigation efforts within the Employment and Training Programs (ETP) Division. It is responsible for ensuring subgrantee funds are issued with confidence that all compliance requirements are in place and met. Working with various stakeholders, this position administers the programmatic, technical, and budgetary aspects of ETP grants in accordance with state procurement laws (M.S. §16A.15 and §16C), federal standards, and DEED equity in contracting standards. This role is perfect for an experienced professional who is committed to maintaining compliance infrastructure. **Key Responsibilities Include:** + Facilitating the contracting process for the Employment and Training Programs Division. + Ensuring contracts are aligned with regulations and statutes and executed appropriately. + Conducting risk assessments and analyzing grantee information to comply with Minnesota Statute 16B.981. + Completing financial reconciliations and providing technical assistance to grantees. + Conducting second-year grant monitoring to ensure compliance with federal and state requirements. This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.** Three (3) years* of experience in contract drafting and negotiations, reviewing documents/contracts for compliance, policy drafting/evaluation or other closely related area as determined by the agency. *A Bachelor’s degree in political science, government, public administration or business or other closely related field as determined by the agency may substitute for one (1) year of experience; Master's degree substitutes for eighteen (18) months of experience. Applicants that meet the above minimum qualification will be further evaluated on the following: + Knowledge of state and federal laws and regulations sufficient to interpret and apply statutory requirements to ensure compliance. + Planning skills sufficient to plan and organize projects, prioritize tasks, and make recommendations or decisions on project direction. + Ability to analyze program requirements, policies, regulations, and procedures to develop and implement improvements. + Skill in establishing and maintaining collaborative relationships with teams and various stakeholders. + Ability to effectively communicate, present information, and explain policies clearly and professionally to internal and external stakeholders. **Preferred Qualifications** + Knowledge and understanding of workforce development programs, statutory, policy, and state contracting requirements. + Knowledge and experience in risk evaluation and mitigation frameworks and/or budget creation and monitoring. + Organizational and time management skills with the ability to multi-task. + Ability to navigate ambiguity, anticipate barriers, and adapt to overcome challenges with a user-focused mindset. + Our employees are dedicated to ensuring cultural responsiveness.
