Key Qualifications Education: Bachelor’s degree in Quantity Surveying, Engineering, or a related discipline. Experience: Minimum of 10 years in pre- and post-contract administration, with at least 5 years in the oil and gas industry. Strong knowledge of Contracts Law is highly desirable. Skills: Proficiency in managing commercial and contractual aspects of contract administration, including correspondence, report writing, and problem-solving. Solid understanding of engineering, procurement, and construction (EPC) techniques and various contract types (e.g., FEED, ECS, construction, consultancy, O&M). Familiarity with Incoterms and their commercial implications. Advanced computer skills, with knowledge of SAP preferred. Primary Responsibilities:
As a Contracts Engineer, you will play a critical role in ensuring the smooth execution of procurement and contract processes. Your responsibilities will include: Tendering & Contract Strategy: Assist departments in tendering and contractual matters from project inception to contract close-out. Develop pre-qualification documents, tender strategies, and evaluation criteria. Prepare and review Scopes of Work (SOW), identify gaps or risks, and recommend pricing mechanisms. Procurement: Oversee the procurement of materials and equipment, ensuring timely delivery and payment. Address emergency material requirements and manage risk and price estimation processes. Contract Management: Lead technical and commercial evaluations during the bidding phase. Prepare evaluation reports, facilitate tender clarifications, and ensure timely issuance of award documents. Review contract changes, assess time and cost impacts, and critically evaluate contractor claims. Project Close-Out: Initiate close-out processes, review completion certificates, and finalize accounts and reports. Market Insights: Analyze global trends in material supply to inform sourcing strategies and mitigate risks. Develop and monitor service-level agreements (SLAs) and key performance indicators (KPIs).
