Summary This position is located in the Department of Homeland Security, Federal Protective Service, Washington, District of Columbia. Responsibilities The primary purpose of this position is to complete new or existing acquisition assignments with medium to high complexity and medium to high dollar value from typically routine and low risk to frequent and high risk. Duties performed: Identifies the need for acquisition/procurement services supporting the program office mission which cannot be fulfilled by Federal Protective Service staff and proposes such need to senior program office management. Provides description of the requirements, estimated cost of the product/service and other information as part of a funded requisition to the FPS contracting group. Verifies and validates funding sources which include review of description of services, funding needed, and period of performance match desired requirements. Oversees and coordinates the preparation of detailed procurement requests including, contract work descriptions, independent cost estimates, market research, and evaluation criteria. Serves as the technical advisor and liaison between the Directorate, Procurement Analysts and Contract Specialists conveying organizational needs and the necessary procedures to obtain critical contracted services and supplies for the Federal Protective Service. Promotion Potential: This position is at the full performance level. This position may be designated as essential personnel. The incumbent of this position is subject to random drug testing. Qualifications Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Monitoring contractor performance to ensure compliance with pre-established requirements; Reviewing contract proposals to provide input during the cost negotiation process; Collaborating with program and contracting personnel to modify contracting strategies, polices, or procedures; and Coordinating with stakeholders throughout the contract administration process to provide updates and report potential problems. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. TRAINING CERTIFICATION REQUIREMENT: A COR Level II certification or equivalent with a minimum of 40 hours of training is required within 90 days upon entering this position. In addition, having a COR Level III certification is required within 6 months of hire. Having a Level I or higher Program Manager Certification is preferred; however, the incumbent must acquire a Level II Program Manager certification within 12 months of hire.
