Yes County Albany Street Address 99 Washington Avenue City Albany State NY Zip Code 12231 Duties Description The Contract Management Specialist 1, Trainee 1/2 duties in the Office for New Americans (ONA) will include but are not limited to the following: Reporting to a Contract Management Specialist 2, the Contract Management Specialists 1 will be assigned to the ONA Operations Unit, and with guidance and assistance from DOS Fiscal Management, will manage immigration services grant contracts and procurements.• Develop and/or assist with developing contract-related documents for ONA grant programs, including but not limited to, partnerships with Civics, English for Speakers if Other Languages (ESOL), and Legal Counsel Opportunity Centers, Immigrant Community Navigators and Resource Coordinators, Golden Door Mental Health Support Partners, and Job Coach Partners.• Develop and/or assist with developing procurement documents, grant awards, and related amendments; perform administrative oversight of grant contracts once executed.• Review proposed contracts for fiscal and programmatic correctness and adherence to Department and State requirements; work with recipient and/or program staff to resolve minor issues.• Review proposed contracts for fiscal and programmatic correctness and adherence to Department and State requirements; work with recipient and/or program staff to resolve minor issues.• Monitor and follow up on individual grant contracts throughout the approval process with program staff, Counsel's Office, Fiscal Management and the Division of the Budget.• Review and follow up on outstanding contract documents, information and/or issues.• Resolve or assist with resolving changes or amendments to executed contracts.• Perform administrative review of contract payment requests received; verify that payment request packages are properly completed and certified; if necessary, work with Fiscal Management staff to resolve outstanding financial issues.• Oversee implementation of the Minority & Women Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) programs as they relate to procurements, grants and contracts.• Perform various activities related to procurement, including assisting with RFP and RFA development, grant solicitation and award process, development of procurement packages and procurement amendments for Office of the State Comptroller, and submission of B-1184 requests.• Draft statistical reports of contracts awarded that outline findings.• Monitor effectiveness of procurement/contracting procedures and when necessary, recommend, implement and evaluate procedural changes.• Monitor effectiveness of procurement/contracting procedures and when necessary, recommend, implement and evaluate procedural changes.• Work on special assignments and projects as assigned. Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Non-Competitive Minimum QualificationsTrainee 1:A bachelor's or higher degree.Trainee 2:A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.Full Level:A bachelor's degree and two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.MINIMUM QUALIFICATIONS SUBSTITUTION:A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience for the trainee 2 and or the full level.If a degree and/or credit hours are listed, please forward your transcripts with your resume and cover letter.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume.
