LOCATION: TALLAHASSEE (LEON COUNTY)

Candidates will be required to have and/or to become a Florida Certified Contract Manager (FCCM) within 60 days of hire.
Job Description:
This position is located in the Division of Blind Services State Office in Tallahassee, Florida. This position will work under the direction of the Division of Blind Services’ (DBS) Contracts Section Supervisor, The incumbent will provide management consultative services in order to improve management capabilities and operational procedures; work with division management and their staff to promote the most efficient and effective accomplishment of the operating objectives at the lowest cost; provide assistance on state and federal reporting by researching and reporting on complex program issues, reviewing and reporting on accomplishments of the Contract’s section, analyzing statistical information related to contractor performance and conducting surveys of DBS customers and partners.
Examples of Work:
+ Assist with the development, preparation, distribution, execution and management of contracts for the Division of Blind Services.
+ Assist in the development of contract standards and indicators. Responsible for reviewing and monitoring the performance of the contract terms and conditions.
+ Conducts on-site and desk review monitoring activities of the Division of Blind Services’ contracted vendors.
+ Ensures contractual services are being performed in accordance with the contract prior to processing monthly invoices.
+ Travel is required.
Minimum Qualifications:
+ A bachelor's degree from an accredited college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
+ A master's degree from an accredited college or university can substitute for one year of the required experience.
+ Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
+ Ability to maintain a Florida Certified Contract Manager (FCCM) designation.
Knowledge, Skill, and Abilities:
+ Knowledge of the methods of data collection and analysis.
+ Knowledge of basic management principles and practices.
+ Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
+ Ability to organize data into logical format for presentation in reports, documents and other written materials.
+ Ability to conduct fact-finding research.
+ Ability to utilize problem-solving techniques.
+ Ability to work independently.
+ Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
+ Ability to plan, organize and coordinate work assignments.
+ Ability to communicate effectively.
+ Ability to establish and maintain effective working relationships with others.
