Contract Manager
Job Description THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $60,889 - $70,022. The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Policy, Planning & Measurement (PPM) supports the ACS program divisions with research and data analytics; quality assurance and continuous quality improvement; policy and program development; project management; workforce training and professional development; and contract agency performance monitoring. DPPM collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies. As part of the Division of Policy Planning and Measurement within the Office of Policy, Contracting and Development and reporting to the Deputy Director of Contract Management, the Contract Manger will be responsible for managing a portfolio of contracts from internal and external stakeholders, and community based providers. This may include the review of proposals related to the contract as well as review documents to ensure that services have been provided and that invoices are correct. Review and approve budget modifications submitted by providers. Contract managers will also collect, and review data related to contract performance and present analysis of data at internal stakeholder meetings. Collaborate with other divisions and attend meetings as required by the Deputy Director of the unit. Under the supervision of the Deputy Director of Contract management and with latitude for independent decision making, the primary responsibilities of the Contract manger will include but are not limited to: - Monitor, revise, and maintain contract management policies, processes, and tools. - Ensure Division compliance with contract management policies and procedures via established quality reviews. - Evaluate contract portfolio risk, identify solutions, and advise Divisions on contract portfolio restructuring. - Maintain contract knowledge base and facilitate in-person training sessions for new contract managers. - Manage contract management governance communications and external relations with vendors. - Facilitate availability and access to the systems and technology that support contract management. - Liaise with Divisions and supporting units to facilitate contract management governance activities (i.e. communicating with OIT to understand necessary updates on technology requirements or access). - Manage a portfolio foster care and Preventive contracts. - Draft letters and other correspondence related to contracts. - Respond to questions from internal and external stakeholders regarding contracts. - Complete or assist in the completion of financial action request forms. - Gather and analyze data on the operations of community-based providers and the availability and utilization of contracted child welfare services. - Create, maintain and disseminate analytic reports regarding ACS contracted services. - Work in collaboration with other divisions within ACS to support the contracting process for new existing programs. - Review invoices and ensure expenses are in accordance with contract specifications and established budgetary guidelines. - Responsible for ensuring that contractors operate within contractual limits and state/federal guidelines. - Review and analyze programmatic and fiscal reports, annual budgets and budget modifications, contract accruals and expenditures, and participate in the coordination of the annual review/close-out for contracts. - Generate reports and data as requested by senior management. - Perform other related duties as directed by Director of Contract Management ADDITIONAL INFO Section 424-A of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities has been the subject of a child abuse and maltreatment report. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
