CONTRACT OFFICER REPRESENTATIVE
Summary The primary purpose of this position is: To serve as a Quality Assurance Specialist and Contract Officer Representative (COR) in the evaluation/audit areas of the Base Operating Support (BOS) contract and related support services contracts for utility services at Avon Park Air Force Range. Responsibilities Continued from Summary: The position is responsible for overall surveillance of contract services quality and performance standards as well as development of required contract modifications. Makes recommendations for improvement and provides technical assistance to the contracting officer, Range Support Manager and 598 RANS Commander. Establishes and executes a planned systematic approach of quality assurance for all areas of the Base Operating Support (BOS) contract and related utility services at assigned installation. Provides service to Installation as Contracting Officer Representative. Accepts, inspects, and submits invoices within accounting systems. Provides technical advice, assistance and surveillance inspection service to Installation Commander and staff. Provides asset management assistance. Maintains accountability of government furnished property that is provided to the BOS contractor. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of multiple program quality assurance methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program. Knowledge of related equipment and supplies, including construction equipment, testing and inspection techniques, and the interrelationship of functional equipment and facility maintenance requirements. Comprehensive knowledge of Base Operating Support Services for the functional areas of range operations support; civil engineering operations; project programming, design and construction management; communications (computers/radios/telephone/networks); information management; vehicle operations and maintenance; vehicle operations and maintenance; and logistics services (fuels and supply). OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in applying quality assurance concepts, principles, methods, and practices to analyze the products or services of a contractor's process and applying statistical and quality data analysis evaluations to determine compliance with contractual requirements. Knowledge of pertinent civil engineering, communications, logistics, transportation, and range operations policies, directives and products and applicable maintenance, repair, and operational methods and processes. Knowledge of organizational goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; overall project management. Skill in utilizing electronic systems for contract support, finance, asset management, and civil engineering. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
