This position and effort constitutes a new business infrastructure that joins the resources and end products of three previously separate functions and staff. The incumbent coordinates all phases of the division’s statewide contract vendor services; contracts and agreements for enterprise services; and procurements/solicitations through competitive bids from national and international of companies for the Background Studies Division (BGS) and for all aspects of Department of Human Services (DHS’) statewide background study system.
**Under administrative direction, th** e purpose of this position is to:
+ Consult and advise management and leadership in the Department on the strategic direction of legislative policies, policy development, regulatory compliance requirements pertaining to all phases of contract development and procurement of professional/technical services from vendors for DHS’ statewide background studies system.
+ Lead planning and development meetings with project teams comprised of representatives from, Office of Inspector General (OIG) divisions, across DHS and other state agencies.
+ Identify, design, implement, and evaluate performance data, trends, policies, procedures, and other ongoing practices to ensure increased program efficiency, effectiveness, and customer satisfaction.

Three (3) years of experience developing and managing contracts.
Experience must demonstrate the following:
+ Lead, plan, develop and/or manage all phases of the vendor selection processes.
+ Evaluate information/data; sufficient to develop, manage, and monitor the performance of contracts.
+ Knowledge of the requirements of health care and/or human services providers.
+ Provide routine contract status reports and updates.
**Preferred Qualifications**
+ Any relevant certification such as Certified Professional Contract Manager (CPCM) and Certified Government Contracting Officer (CGCO).
+ Experience in project management.
+ Knowledge of the Office of Inspector General (OIG) – regulatory and compliance role, functions, and relationship to Department of Human Services (DHS).
+ Knowledge of the Human Services Background Studies Act, MN Statutes, Chapter 245C.
+ Knowledge of DHS’ statewide background study system or the NETStudy 2.0 system.
+ Understanding of ethics, data privacy and DHS’ contract approval process, risk-based financing, and performance-based contracting.
+ Excellent communication skills (orally and in writing); sufficient to present information cohesively in meetings.
+ Ability to quickly learn multifaceted services, processes, systems, and apply complex information to contract concepts.
+ Experience working effectively with others from different backgrounds and cultures.
